The certificate of live birth is an unofficial document issued by the hospital for data entry purposes. The US Standard Certificate of Live Birth is a form used to register babies born medically alive in the US. It is submitted via paper or electronically to the state, county, or municipality by the newborn’s parents, doctors or midwives attending the child’s birth, or the hospital or maternity center where the birth took place. After the Certificate of Live Birth has been submitted, the state, county, or municipality where the birth occurred will issue a US birth certificate for the baby. Birth Certificate vs Certificate of Live Birth Due to the similarity of their names, some people wonder: “Is a certificate of live birth the same as a birth certificate?” Simply put: No, a birth certificate and a certificate of live birth are not the same document, nor do they serve the same purpose. A US birth certificate is the vital record issued after the certificate of live birth is submitted to the vital records office. Cuando ocurre el nacimiento y antes de salir de la institución prestadora de servicios de salud (IPS). No puedes irte del lugar sin reclamar este documento, recuerda que es un documento fundamental para realizar el Registro Civil del menor. 2. ¿El certificado de nacido vivo tiene algún costo? La expedición del certificado de nacido vivo no tiene ningún costo; es un documento que hace parte de la atención de salud prestada. 3. ¿Qué pasa cuando el niño no nace en una IPS o nace en una zona dispersa o alejada? Pueden presentarse dos casos: 1. Si el nacimiento ocurre en un sitio distinto a una institución de salud, pero la madre y el nacido vivo cuentan con atenciones recientes y/o conocimiento de profesional de la salud autorizado (enfermera, auxiliar de enfermería o promotor de salud), este profesional puede certificar dicho nacimiento. 2. Cuando el nacimiento ocurrió en un sitio diferente a un hospital o clínica y fue atendido por un familiar u otra persona, y no hay registro de consultas o atenciones médicas recientes, la mujer y su recién nacido deben acercarse a una institución de salud para que el médico pueda establecer la relación filiar entre la madre y su recién nacido, por medio de exámenes físicos y soportes médicos como la historia clínica, pruebas de laboratorio, controles prenatales y entrevista a los familiares. Si con el procedimiento anterior el trabajador de salud no puede establecer la relación entre la madre y su hijo, la institución de salud podrá negarse a expedir el certificado médico de nacido vivo. En este caso el profesional de salud debe orientar a la madre para que acuda con testigos a la oficina de registro civil y allí solicite la inscripción de este nacimiento. 4. ¿Qué pasa si los padres pierden el certificado de nacido vivo? Si por algún motivo los padres pierden este documento, deben denunciar su pérdida ante la autoridad competente y acercarse con la denuncia a la clínica o al hospital donde ocurrió el nacimiento para solicitar una copia o, en su defecto, una constancia de la ocurrencia del mismo. Con estos documentos la madre o los familiares pueden hacer inscripción en el registro civil. 5. ¿Cuándo debe registrarse al recién nacido? El registro civil de nacimiento debe realizarse siempre a la mayor brevedad posible dentro del primer mes de vida, para que el menor pueda acceder a sus derechos fundamentales, como son la ciudadanía, salud, educación, entre otros. 6. ¿Quién declara el nacimiento en el registro civil? Están en deber de declarar el nacimiento y solicitar el registro del menor, las siguientes personas, en este orden: 1. El padre 2. La madre 3. Los demás ascendientes 4. Los parientes mayores más próximos 5. El director o administrador del establecimiento público o privado en que haya ocurrido el nacimiento 6. La persona que haya recogido al recién nacido abandonado 7. El director o administrador del establecimiento que se haya hecho cargo del recién nacido abandonado. 8. El propio interesado mayor de diez y ocho años y que a esa edad no cuente con Registro Civil. Si los padres, ascendientes o parientes mayores no cuentan con documento de identidad válido para el registro civil, el director o administrador de la institución de salud en que haya ocurrido el hecho está llamado a servir como declarante de los nacimientos y defunciones de connacionales y extranjeros en dichas circunstancias.
