None of the meanings I can find for this appears to fit the context, which is:
Система управления должна обеспечивать автоматическийи сбор аварийной схемы в случаях, предусмотренных в руководстве по эксплуатации.
I would have expected it to be "automatic connecting up" or "switching on", but I cannot justify translating "сбор" in this way.

It's automatic connection indeed, a specific railway term. Each position of the controller handle (whether traction or braking) corresponds to the motors (and resistors, if used for braking) being interconnected in a particular arrangement (all in series, all in parallel, mixed series/parallel, without resistors, with a certain number of resistor blocks, etc.). This arrangement is known as "схема".
