1. Handlungsbedarf
Die Arzneimittelausgaben der gesetzlichen Krankenversicherung sind im Jahre 2009 um 5,3 % je Versicherten gestiegen. Dies entspricht einem Zuwachs von rd. 1,5 Mrd. Euro. Die hohen Ausgabenzuwächse der vergangenen Jahre haben dazu geführt, dass im Jahr 2009 einschließlich der Zuzahlungen der Versicherten mehr als 32 Mrd. Euro für Arzneimittel ausgegeben wurden. Der Kostenzuwachs wird durch Arzneimittel ohne Festbetrag verursacht (2009: 8,9%), während die GKV-Umsätze mit Festbetragsarzneimitteln sinken (2009: minus 2%). Wachstumsträger sind kostenintensive Spezialpräparate mit jährlich zweistelligen Zuwachsraten. Ihr Anteil am GKV-Arzneimittelumsatz erreicht bereits rd. 26 %, obwohl ihr Verordnungsanteil nur 2,5 % beträgt.
2. Ziele
Eine Neuordnung des Arzneimittelmarktes muss drei Ziele verfolgen:
1. Den Menschen müssen im Krankheitsfall die besten und wirksamsten Arzneimittel zur Verfügung stehen.
2. Die Preise und Verordnungen von Arzneimitteln müssen wirtschaftlich und kosteneffizient sein.
3. Es müssen verlässliche Rahmenbedingungen für Innovationen, die Versorgung der Versicherten und die Sicherung von Arbeitsplätzen geschaffen werden.
Zur Weiterentwicklung des Arzneimittelbereiches schlagen wir ein Maßnahmenbündel vor, das Deregulierung, kurzfristig wirksame Sparbeiträge und langfristig wirkende strukturelle Veränderungen beinhaltet.
3. Erstattung innovativer Arzneimittel
o Der freie Marktzugang bleibt erhalten. Die Unternehmen können im ersten Jahr der Markteinführung ihr Produkt zum geforderten Preis vermarkten.
o Das pharmazeutische Unternehmen ist verpflichtet, zur Markteinführung ein Dossier zu Nutzen und Kosten einzureichen. Basis hierfür sind insbesondere die Phase III Studien des Zulassungsverfahrens, die ggf. in Abstimmung mit dem IQWiG/ G-BA um weitere Studien ergänzt werden. Grundsätzlich soll im Sinne einer größeren Planungssicherheit und eines frühen Dialogs das IQWiG/ der G-BA dem pharmazeutischen Unternehmen bei Bedarf frühzeitig beratend zur Seite stehen.
o Mit einem Dossier werden folgende Nachweise erbracht:
* zugelassene Anwendungsgebiete,
* medizinischer Nutzen,
* medizinischer Zusatznutzen im Vergleich zum Therapiestandard bzw. zu Therapiealternativen,
* Therapiekosten,
* Quantifizierung der Anzahl der Patienten bzw. Abgrenzung für die Behandlung in Frage kommender Patientengruppen,
* Beschreibung der Anforderung an eine qualitätsgesicherte Anwendung.
o Auf Grundlage des eingereichten Dossiers veranlasst der G-BA in kurzer Frist eine Nutzenbewertung, die in der Regel spätestens drei Monate nach Zulassung vorliegen soll. Er kann das IQWiG damit beauftragen. In der Bewertung wird insbesondere festgestellt, für welche Patienten und Erkrankungen ein Zusatznutzen besteht, was die Vergleichsprodukte sind und ob das Arzneimittel "Solist" ist oder ob Wettbewerb mit ähnlichen Arzneimitteln besteht (= kein "Solist").
Arzneimittel ohne Zusatznutzen
o Arzneimittel, für die in dieser Nutzenbewertung kein Zusatznutzen festgestellt wird, sollen künftig direkt in das Festbetragssystem überführt werden. Grundsätzlich soll es darüber hinaus bei Analogarzneimitteln eine Umkehr der Beweislast geben. Eine therapeutische Verbesserung wird nur auf Antrag des Unternehmens anerkannt. Dieses ist verpflichtet, die notwendigen Belege dazu selbst vorzulegen. Dabei ordnet der G-BA Molekülvariationen automatisch der entsprechenden pharmakologischen Vergleichsgruppe zu. Der G-BA entscheidet bei neu zugelassenen Arzneimitteln innerhalb von 90 Tagen nach Vorliegen der Nutzenbewertung. Eine Klage hat keine aufschiebende Wirkung.
Arzneimittel mit Zusatznutzen
o Das pharmazeutische Unternehmen vereinbart mit dem Spitzenverband Bund der
o Krankenkassen innerhalb eines Jahres nach Zulassung in Direktverhandlungen einen Rabatt auf den Abgabepreis des pharmazeutischen Unternehmers (ApU) mit Wirkung für alle Krankenkassen. Der Listenpreis des Unternehmens bleibt unverändert. Der Vertrag soll auch Vereinbarungen zu Versorgung und Qualität sowie zur Ablösung der Richtgrößenprüfung beinhalten.
o Erfolgt keine Einigung, entscheidet eine zentrale Schiedsstelle innerhalb von drei Monaten. Die Schiedsstelle setzt den Rabatt z.B. auf Basis internationaler Vergleichspreise fest. Der Rahmen für Schiedsentscheidungen wird durch Gesetz vorgegeben. Durch einheitliche Verfahrensvorschriften wird der Aufwand begrenzt. Eine Klage gegen den Schiedsspruch hat keine aufschiebende Wirkung. Während dieser Bewertung gilt der Schiedsspruch fort.
o Beide Seiten können nach einem Schiedsspruch auch eine Kosten-Nutzenbewertung verlangen. Zur Vorbereitung von Kosten-Nutzen-Bewertungen vereinbaren der Gemeinsame Bundesausschuss und der pharmazeutische Hersteller eine angemessene Frist zur Vorlage von Versorgungsstudien und die darin zu behandelnden Schwerpunkte. Diese sind bevorzugt in Deutschland durchzuführen; die Ergebnisse sind zusammen mit klinischen Studien Basis einer anschließenden Kosten-Nutzen-Bewertung durch das IQWiG oder für Direktverhandlungen zwischen Krankenkassen und Pharmaunternehmen. Die Frist bemisst sich nach der Indikation des Arzneimittels und dem nötigen Zeitraum zur Bereitstellung valider Daten durch Studien. Sie beträgt maximal drei Jahre.
o Abweichend vom zwischen Spitzenverband Bund und pharmazeutischen Unternehmen geschlossenen Vertrag bzw. von der Entscheidung der Schiedsstelle oder einem festgesetzten Höchstbetrag können Kassen einzeln oder im Verbund davon abweichende vertragliche Vereinbarungen mit dem pharmazeutischen Unternehmen treffen, z.B. so genannte Mehrwert- und Versorgungsverträge oder eine Beteiligung an Verträgen der Integrierten Versorgung. Der Abschluss dezentraler Verträge wird durch gesetzliche Rahmenbedingungen erleichtert.
o Für den Bestandsmarkt von patentgeschützten, nicht festbetragsfähigen Arzneimitteln kann das Vertragsverhandlungsverfahren auf Initiative der Beteiligen in Gang gesetzt werden.
4. Festbetragsmarkt
o Das Festbetragssystem bleibt erhalten. Bei der jährlichen Anpassung der Festbetragshöhe sollen die Zuzahlungsfreistellungsgrenzen (30 % unter Festbetrag) berücksichtigt werden. Dadurch wird eine Preisspirale nach unten (Kellertreppeneffekt) vermieden.
o Die Rabattverträge werden weiterentwickelt. Die Vertragsbedingungen werden verstetigt. Die Zuständigkeit der Zivilgerichtsbarkeit für das Vergaberecht wird hergestellt. Es werden flankierende Regelungen getroffen zum Erhalt des Wettbewerbs. Damit wird sichergestellt, dass genügend Anbieter im Markt bleiben und der Preiswettbewerb nicht mittelfristig durch Oligopolisierung eingeschränkt wird.
o Versicherte können ein anderes als das Rabatt-Präparat ihrer Krankenkasse wählen und erhalten dafür Kostenerstattung im Rahmen einer Mehrkostenregelung.
o Die vollständige Anwendbarkeit des Kartellrechts für Rabattverträge einschließlich der Rechtswegzuweisung zu den Zivilgerichten wird angestrebt.
5. Deregulierung
Die Instrumente im Bereich der Arzneimittelregulierung sollen auf ihre weitere Notwendigkeit hin überprüft werden, insbesondere: Verschlankung der Wirtschaftlichkeitsprüfungen, Bonus-Malus-Regelung, Zweitmeinung, Importarzneimittel. Das bestehende und unübersichtliche System an Therapiehinweisen und Verordnungsausschlüssen wird klarer geregelt.
6. Arbeit des IQWIG
o Das IQWIG wird in seiner wissenschaftlichen Arbeit gestärkt. Die Verfahrensabläufe werden gestrafft.
o Das IQWIG erstellt den Berichtsplan nach Anhörung der Fachkreise (Scoping).
7. Vertriebsweg
Die flächendeckende und sichere Versorgung der Bevölkerung mit Arzneimitteln durch die Apotheken wird dadurch gestärkt, dass der Missbrauch des Versandhandels durch sogenannte Pick-up-Stellen unterbunden wird.
8. Kurzfristig wirksame Entlastungen
o Der Abschlag für Arzneimittel ohne Festbetrag wird von derzeit 6 % auf 16 % angehoben. Er kann durch Verträge, die einem Abschlag mindestens in Höhe dieses gesetzlichen Abschlages entsprechen, abgelöst werden.
o Für die Geltungsdauer des erhöhten Abschlags gilt ein Preisstopp. Preiserhöhungen werden durch einen Zusatzrabatt in gleicher Höhe für die GKV neutralisiert. Preisbasis ist der 1. August 2009. Der Preistopp gilt bis zum 31.12.2013. Bei Änderungen der Packungsgröße oder der Wirkstärke je Applikationseinheit gilt der Preis je Tagesdosis der jeweiligen größten Packung mit dem gleichen Packungsgrößenkennzeichen zum Stichtag als Vergleichsbetrag.
o Der Großhandel erhält eine leistungsgerechte Vergütung. Der Großhandelszuschlag wird auf einen preisunabhängigen Fixzuschlag und einen prozentualen Zuschlag umgestellt. Dabei werden Funktionsrabatte an Apotheken berücksichtigt.
o Die mit der 15. AMG-Novelle geänderten Regeln zur Zytostatikaversorgung sollen dahingehend überprüft werden, ob die angestrebten Verbesserungen zur wirtschaftlichen Versorgung tatsächlich erreicht wurden.
Translation - English Key Elements of the Implementation of the Coalition Agreement
for the Pharmaceutical Supply
1. The Need to Act
Pharmaceutical expenditures by the statutory health insurance funds (GKV) increased by 5,3% per insured person in 2009. This is equivalent to an increase of approximately 1,5 Billion Euros. The high increases in expenditures in the last few years have meant that in 2009 more than 32 Billion Euros were spent on pharmaceuticals, including copayments by the insured. The increase in costs is being caused by pharmaceuticals without a maximum reimbursement amount (2009: 8,9%), whereas the statutory health insurance funds’ turnover in pharmaceuticals with a maximum reimbursement amount has been falling (2009: -2,0%). The main drivers of this increase are cost-intensive special medicinal compounds with annual growth rates in the double digits. Their portion of the statutory health funds' pharmaceutical expenditures has already reached 26%, although they only make up 2,5% of prescriptions.
2. Goals
A reorganization of the pharmaceuticals market must pursue three goals:
1. In case of illness, the population must have the best and most effective pharmaceuticals available to them;
2. The prices and prescription of pharmaceuticals must be economically sensible and cost-effective;
3. Reliable frameworks for innovation, the provision of health care services to the insured, and job protection must be created.
For the further development of the pharmaceutical field, we propose a bundle of measures which include savings premiums which will result in an immediate impact, structural changes which will have a long-term impact, and deregulation.
3. Reimbursement for Innovative Pharmaceuticals
o The free access to the market will be retained. Pharmaceutical manufacturers can market their product in its first year of introduction at the price stipulated.
o Upon introducing their product into the market, pharmaceutical manufacturers are required to submit a dossier on the cost and benefit of the product. This is based upon the Phase III Study of the marketing authorization process, which was complemented by additional studies in consultation with the Institute for Quality and Efficiency in Health Care (IQWiG) and the Federal Joint Committee (G-BA). In the spirit of ensuring reliable planning and supporting an early dialog, the IQWiG and the G-BA should fundamentally support the pharmaceutical manufacturers in an advisory capacity at an early stage, if the manufacturers require this.
o A dossier will provide the following:
* Approved areas of use
* Medical benefit
* Additional medical benefit in comparison to standard treatment or alternative treatment
* treatment costs
* A quantification of the number of patients or a definition of the patient groups which come into consideration for therapy
* A description of requirements to ensure the quality use of the pharmaceutical.
o Based on the submitted dossier, the G-BA will issue a benefit assessment within a short time frame. As a rule, this assessment must be submitted no later than three months after marketing authorization for the pharmaceutical in question. The G-BA may authorize the IQWiQ with the preparation of the assessment. In particular, the assessment specifies for which patients and illnesses the drug provides an additional benefit, what comparable products exist, and whether the pharmaceutical is a “soloist” or is in competition with similar pharmaceuticals (= not a “soloist”).
Pharmaceuticals without additional benefits
o Pharmaceuticals for which the assessment determines that no additional benefits exist, are in the future to be incorporated immediately into the maximum reimbursement system. Furthermore, in the case of me-too drugs, there should fundamentally be a reversal of the burden of evidence. A therapeutic improvement will only be recognized at the request of the pharmaceutical company, which is obligated to supply the necessary documentation. The G-BA then assigns molecular variations automatically to the corresponding pharmacological comparison group. In the case of newly approved pharmaceuticals, the G-BA must make its decision within 90 days after the use assessment is available. Legal action does not result in a delay of the 90 day limit.
Pharmaceuticals with additional benefits
o Within one year of the date of the granting of marketing authorization for the pharmaceutical, the pharmaceutical producer is to agree, in direct negotiations with the National Association of Statutory Health Insurance Funds, upon a rebate on the selling price of the pharmaceutical manufacturer (ApU) which is valid for all health insurance providers. The list price of the pharmaceutical manufacturer remains unchanged. The contract specifying the discount should also include agreements on the supply and quality of the pharmaceutical as well as on the relaxation or adjustment of the controls of the individual prescription limit (Richtgrößenprüfung).
o If no agreement is reached, a central arbitration body will decide within three months. The arbitration body will determine the rebate based on factors such as international reference prices. The framework for the decisions of the arbitration board will be set by law. Because they will be based upon guidelines for standard procedures, the effort of such arbitration processes will be limited. Legal action against the decision of the arbitration body will have no delaying effect. During the assessment, the decision of the arbitration body will continue to be valid.
o Following an arbitration decision, both sides may demand a cost-benefit assessment. For the preparation of this cost-benefit assessment, the G-BA and the pharmaceutical manufacturer agree upon an appropriate deadline for the submission of clinical studies and the primary focus points of these studies. These studies should be conducted in Germany; their results, along with the results of clinical studies, shall form the basis of a subsequent cost-benefit analysis by the IQWiG or for direct negotiations between the statutory health insurance funds and pharmaceutical companies. The deadline shall be based upon the indications of the pharmaceutical and the necessary time frame for the production of valid data through studies. The deadline may not exceed three years.
o Notwithstanding a concluded contract between the National Association of Statutory Health Insurance Funds and pharmaceutical companies, a decision of the arbitration body or a specified maximum contribution, health insurance funds may, on their own or as a group, conclude separate, differing contracts with the pharmaceutical companies, for example so-called added-value contracts (Mehrwertverträge), and service contracts, and may participate in integrated health care contracts. The conclusion of such decentralized contracts will be facilitated by corresponding legal frameworks.
o For the already-existing market of patented pharmaceuticals which are not suited to inclusion in the maximum reimbursement amount system, the contract negotiation process can be undertaken at the initiative of the participants.
4. The Market in Pharmaceuticals with Maximum Reimbursement Amounts
o The system of maximum reimbursement amounts will be maintained. Annual adjustments to the maximum reimbursement amounts are to take the copayment exemption limit (30% below the maximum reimbursement amount) into account. This will avoid a downward price spiral.
o Rebate contracts will be further developed. The contract conditions will be continued on a permanent basis. The jurisdiction of civil courts over procurement law will be established. Accompanying regulatory measures to preserve competition will be undertaken. This will ensure that an adequate number of suppliers remain in the market and that price competition will not be limited over the intermediate term by an oligopolization of the market.
o Insured individuals may select another medication other than the discounted medication offered by their health insurance fund and will receive reimbursement for their costs within a framework of an additional expenses provision.
o The complete application of competition law for rebate contracts, including the assignment of such cases to civil courts, will be sought.
5. Deregulation
The instruments in the area of pharmaceuticals regulation should be reviewed, especially in the following areas: streamlining of cost-effectiveness reviews, bonus-malus regulations, second opinions, and imported pharmaceuticals. The existing and confusing system of treatment guidelines and prohibitions on prescriptions will be more clearly regulated.
6. The Work of the IQWiG
o The scientific work of the IQWiG will be strengthened. Procedures will be streamlined.
o The IQWiG will produce a report plan following a hearing of subject matter experts (Scoping).
7. Distribution Channels
The nationwide, secure provision of the population with pharmaceuticals by pharmacies will be strengthened by preventing of abuse of the mail-order trade in pharmaceuticals in the form of so-called pick-up locations.
8. Relief Measures with an Immediate Impact
o The discount on pharmaceuticals without a maximum reimbursement amount will be raised to 16% from the current level of 6%. This statutory discount can be superseded by contracts which set an equal or higher discount.
o For the term of validity of the higher discount, a price freeze shall be in effect. Price increases will be neutralized by an additional rebate to the statutory health insurance funds which equals the price increase. The basis for prices is 1 August 2009. The price freeze is valid until 31 December 2013. In case of changes to package size or dosage per application, the valid price shall be the price on the reference date of the daily dose of the larger package with the same package size indication number.
o Wholesale distributors shall receive compensation appropriate to the services they provide. The wholesale markup will be made up of a price-independent set markup and a percentage markup. Distributors rebates to pharmacies will be taken into account in this calculation.
o The changes to the regulations on the provision of cytostatic agents which were included in the 15th Amendment to the Pharmaceuticals Act should be reviewed to determine whether the intended improvements in the economic provision these drugs has actually been achieved.

Aufgaben
Aufgabe der Humboldt Graduate School ist die Unterstützung der strukturierten Ausbildung von Doktorandinnen und Doktoranden an der Humboldt-Universität.
Diese Unterstützung erfolgt durch
* die Qualitätssicherung in der Doktorandenausbildung, einschließlich der Unterstützung und Kontrolle von Maßnahmen zur Gleichstellung,
* die Koordination und den Ausbau der disziplinären und nicht-disziplinären Ausbildungsangebote in der Graduiertenausbildung,
* das Angebot nicht programmspezifischer administrativer Dienstleistungen,
* die Betreuung und Weiterbildung von Promovierenden außerhalb von Promotionsprogrammen im Rahmen der Möglichkeiten der Humboldt Graduate School.
Die Erfüllung dieser Aufgaben wird alle drei Jahre durch eine unabhängige Kommission im Auftrag des Wissenschaftlichen Beirats evaluiert. Das Ergebnis der Evaluation wird durch den Akademischen Senat und das Kuratorium der Humboldt-Universität bestätigt.

Qualität
Leitziel der Humboldt Graduate School ist es, eine zukunftsweisende und international konkurrenzfähige Promotionskultur an der Humboldt-Universität zu schaffen:
* Promovierende sollen in einem transparenten, mehrstufigen Auswahlverfahren von mehreren Hochschullehren ausgewählt werden. Die Erfahrung der DFG Graduiertenkollegs zeigt, dass insbesondere begabte Doktorandinnen von standardisierten Auswahlverfahren profitieren.
* Promovierende sollen verlässlich und regelmäßig bei ihrem Forschungsvorhaben und zum Prozess des Verfassens ihrer Arbeit beraten werden. Dies soll durch Betreuungsvereinbarungen verbindlich gemacht werden, die für Promovierende wie Betreuende Rechte und Pflichten festlegen.
* Ein begeleitendes Lehrprogramm soll einerseits die wissenschaftliche Qualifikation der Doktoranden abrunden und andererseits Kompetenzen vermitteln, die zum erfolgreichen wissenschaftlichen Arbeit unerlässlich sind, wie etwa Methodenkenntnisse, Präsentationstechniken und Zeitmanagement.
* Promovierende sollen international agieren, sei es, dass internationale Promovierende gezielt angeworben und bei ihrem Aufenthalt in Deutschland unterstützt werden, sei es, dass inländische Promovierende die Möglichkeit haben, zur Forschung oder zu Konferenzen ins Ausland zu reisen und sich international zu vernetzen.
* Promovierende mit Kindern sollen darin unterstützt werden, ihre wissenschaftliche Arbeit und ihre Familienverantwortung vereinbaren zu können. Dies kann durch ein Spektrum an Maßnahmen von Beratung über Rollenvorbilder Berücksichtigung der zeitlichen Bedürfnisse von Eltern bei den festen Terminen des Promotionsprogramms und auch eine ergänzende Kinderbetreuung in Notfällen und zu Sonderzeiten geschehen.
* Insgesamt sollen das Forschungsvorhaben und das Begleitprogramm so bemessen sein, dass es einen Abschluss der Promotion innerhalb von drei Jahren ermöglicht.

HGS Campus
Um der Doktorandenausbildung auch im ganz praktischen Sinne ein Dach zu geben, werden derzeit im schönen Gebäude der ehemaligen Königlichen Tierarzneischule in der Luisenstraße 56 in Berlin-Mitte Räumlichkeiten renoviert und der Humboldt Graduate School und ihren Programmen zur Verfügung gestellt.

An der Humboldt Graduate School promovieren bedeutet für Sie, Ihr Promotionsvorhaben im Rahmen der inspirierenden interdisziplinären und internationalen Atmosphäre unserer hervorragenden Promotionsprogramme voranzubringen. Sie forschen im Verbund mit Kolleginnen und Kollegen Ihres Fachgebiets, mit denen Sie sich regelmäßig austauschen und sich gegenseitig mit Rat und Tat zur Seite stehen können. Ihre Doktorarbeit wird von unseren hervorragenden Professorinnen und Professoren intensiv betreut mit dem Ziel, Ihre Arbeit innerhalb von drei Jahren abschließen zu können.

Bewerbung bei einem Promotionsprogramm
Sie bewerben für ein Promotionsstudium an der Humboldt Graduate School direkt bei einem unserer Promotionsprogramme. Diese führen ein sorgfältiges Auswahlverfahren durch, das in der Regel aus einer schriftlichen Bewerbung mit Lebenslauf, einem Exposé Ihres Promotionsvorhabens sowie Gutachten über Ihre bisherigen akademischen Leistungen und einem Auswahlgespräch vor Ort, bzw. einem Probevortrag besteht.
Wenn Sie in eines unserer Mitgliedsprogramme aufgenommen wurden, sind Sie damit auch Mitglied der Humboldt Graduate School und können von unseren Dienstleistungen Gebrauch machen.

Betreuung
Ihr Promotionsvorhaben wird fachlich innerhalb der Mitgliedsprogramme der Humboldt Graduate School betreut. Hier erhalten Sie einen Hauptbetreuer/eine Hauptbetreuerin sowie in der Regel einen oder mehrere weitere Betreuer. Mit diesen findet ein regelmäßiger fachlicher Austausch zum Stand Ihrer Arbeit statt. Einzelheiten Ihrer Betreuung legen Sie gemeinsam mit Ihren Betreuerinnen/Betreuern in einer Betreuungsvereinbarung fest.
In den regelmäßig stattfindenden Colloquien können Sie ihr wissenschaftliches Vorhaben auch einem weiteren Kreis von Promovierenden und erfahrenen Wissenschaftlerinnen und Wissenschaftlern vorstellen und hier wertvolle Anregungen für ihre Doktorarbeit erhalten.
Für Fragen ihrer weiteren Karriere innerhalb oder außerhalb der Wissenschaft wird Ihnen die Humboldt Graduate School ein Mentoring-Programm anbieten.

Finanzierung
Die meisten unserer Promotionsprogramm bieten ihren Promovierenden eine finanzielle Unterstützung in Form eines Stipendiums oder einer Stelle an. Näheres hierzu erfahren Sie auf den Seiten der einzelnen Promotionsprogramme.
Sie können selbstverständlich auch ihre eigene Finanzierung mitbringen, etwa in Form eines Stipendiums der Begabtenförderwerke.
Ihr Promotionsprogramm und die Humboldt Graduate School unterstützen und beraten Sie gerne bei der Einwerbung eines eigenen Stipendiums.
Umzug nach Deutschland
Um in Deutschland leben und promovieren zu können, müssen Sie eine Reihe von Formalitäten erledigen, etwa ein Visum beantragen, eine Aufenthaltsgenehmigung erhalten, ein Konto eröffnen oder eine Krankenversicherung abschließen. Bei diesen Fragen stehen Ihnen die Mitarbeiterinnen der Humboldt Graduate School zur Seite. In der Regel organisieren wir diese Formalitäten gemeinsam mit Ihnen in der Einführungswoche zum Start Ihres Promotionsprogramms, jeweils im April oder Oktober eines Jahres.
Gerne helfen wir Ihnen auch, einen geeigneten Deutschkurs für Ihr Sprachniveau zu finden.

Akademische Ausbildung
Jedes unserer Promotionsprogramme bietet ihren Promovierenden zusätzlich zur individuellen Forschung am Promotionsprojekt ein wissenschaftliches Ausbildungsprogramm an. Es besteht in der Regel aus Forschungscolloquien, Fachseminaren und Methodentrainings. Das fachliche Ausbildungsprogramm finden Sie über die Seiten unserer Mitgliedprogramme.
Begleitend bietet die Humboldt Graduate School Trainings zum Erwerb von Schlüsselkompetenzen für die Arbeit an Ihrem Promotionsprojekt an. Das Programm können sie in Kürze diesen Seiten entnehmen.
Immatrikulation/Zulassung
Als Mitglied Ihres Promotionsprogramms werden Sie als Promotionsstudentin/-student immatrikuliert, es sei denn, sie haben einen Arbeitsvertrag mit der Humboldt-Universität oder der Charité-Universitätsmedizin abgeschlossen. Als Mitglied der Humboldt Graduate School haben Sie die Möglichkeit, sich für ein Semester bereits als Promotionsstudentin/-student zu immatrikulieren, während Sie Ihre Zulassung zur Promotion in Ihrer Fakultät beantragen.
Bei der Immatrikulation können Sie entscheiden, ob Sie ein Semesterticket für den Verkehrsverbund Berlin-Brandenburg erwerben wollen.
Für das Promotionsverfahren und die Verleihung des Doktorgrades ist die Fakultät zuständig, in der Ihr Fachgebiet angesiedelt ist. Zu Beginn der Arbeit an Ihrem Promotionsvorhaben bewerben Sie sich beim zuständigen Promotionsbüro Ihrer Fakultät um Zulassung zur Promotion.

Schlüsselkompetenzen
Um Ihr Forschungsprojekt möglichst zügig erfolgreich abschließen zu können, bietet die Humboldt Graduate School Ihnen Training zum Erwerb von promotionsrelevanten Schlüsselkompetenzen an. Diese sind von uns eigens für Sie konzipiert und inhaltlich auf die typischen Situationen und Probleme der Promotionsphase zugeschnitten. Wir arbeiten eng mit hervorragenden Trainern zusammen, die in der Regel selbst wissenschaftlich gearbeitet haben und sich in Ihre Arbeitssituation hineinversetzen zu können. Je nach Bedarf und Zielgruppe finden unsere Trainings in deutscher oder englischer Sprache statt.

Unsere Graduiertenschulen sind Mitglied in einem Verbund international wettbewerbsfähiger Promotionsprogramme. Gemeinsam schaffen sie ausgezeichnete Promotionsbedingungen an der Humboldt-Universität.
Den Promovierenden unserer Mitgliedsprogramme bietet die Humboldt Graduate School ein umfassendes Angebot solcher Dienstleistungen, die fachübergreifend sind und Skaleneffekte durch ihre Bündelung zeigen. Dadurch wird das Management der Promotionsprogramme spürbar entlastet.
Die fachliche Betreuung der Promovierenden findet selbstverständlich weiterhin in den Promotionsprogrammen statt; das Promotionsrecht verbleibt bei den Fakultäten.
Qualitätssicherung
Qualitätssicherung ist eine zentrale Aufgabe der Humboldt Graduate School. Sie findet in vier Bereichen statt:
Auf der Ebene der Promotionsprogramme wird bei der Aufnahme evaluiert, wie die Qualitätskriterien der Humboldt Graduate School erfüllt werden. Alle 5 Jahre findet eine externer informed peer review statt, der Rückmeldung zur akademischen Ausbildung der Promovierenden und zu ihrer Betreuung geben soll. Ein begleitendes Monitoring gibt während der gesamten Laufzeit Rückmeldung zu Betreuung, Lehre und Dienstleistungen innerhalb der Programme.
Die Dienstleistungen der HGS werden alle drei Jahre extern evaluiert.

Services
Die Humboldt Graduate School bietet ihren Promotionsprogrammen ein breites Dienstleistungsspektrum an.
„Ausbildung“: Bei unseren Kursen in Kompetenztrainings in promotionsrelevanten Schlüsselkompetenzen haben Promovierende den Vorteil, von einer breiteren Palette hochwertiger Angebote wählen zu können, als ein einzelnes Promotionsprogramm dies ermöglichen könnte. Weitere Veranstaltungen informieren über Karrierewege innerhalb und außerhalb der Wissenschaft. Ein übergreifendes Mentoring-Programm wird unsere Doktorandinnen und Doktoranden künftig bei ihrem weiteren Karriereweg begleiten.
„Services/Student Affairs“: Ausländische Promovierende unterstützen wir bei ihrer Übersiedlung nach Berlin in allen spezifischen Fragen von „Ausländerbehörde“ bis „Zulassung mit internationalen Zeugnissen“. Darüber hinaus sollen Doktorandinnen und Doktoranden mit Kindern unterstützt und beraten werden, um ihre Forschung mit ihren Familienpflichten verbinden zu können.
“Infrastruktur“: Auch die Organisation der Promotionsprogramme wird entlastet – hier vor allem in Bereichen Bewerbermanagement, Mittelverwaltung, Veranstaltungsmanagement und IT Services.
Aufnahmeverfahren
In die Humboldt Graduate School können all diejenigen Promotionsprogramme der Humboldt-Universität aufgenommen werden, die ihre Qualitätskriterien erfüllen. Leitbilder sind hier Betreuung, Ausbildung, Internationalität und Gleichstellung. Auch gemeinsame Promotionsprogramme mit anderen Universitäten können Mitglied oder assoziiertes Mitglied der Humboldt Graduate School werden.

Welcome! The Humboldt Graduate School was founded as the umbrella organization for Humboldt Universität’s structured doctoral programs. Our goal is to create an environment which supports young scholars and scientists in their doctoral work – the first significant piece of independent research in their careers. Member doctoral programs must meet high standards of quality in regard to their academic content, support for doctoral candidates, international character and equal opportunity.
The Humboldt Graduate School provides its member programs with numerous services and works to ensure that they meet high standards of quality. It supports doctoral candidates with services and training which are tailored to meet their needs and provides advice about resettling in Berlin. We also support member programs in their public relations activities and work to promote national and international awareness of graduate education at Humboldt-Universität.
What we Do
The main responsibility of the Humboldt Graduate School is to support the structural training of doctoral candidates at Humboldt-Universtität. This support takes place in the form of:
* Quality control of doctoral programs, including measures to support and ensure equal opportunity
* The coordination of and expansion of disciplinary and transdisciplinary training courses within the graduate programs
* The provision of general administrative services which are not specific to any one graduate program
* The supervision and training of doctoral candidates outside of structured doctoral programs, within the capabilities of the Humboldt Graduate School.
The Humboldt Graduate School’s achievement in these areas is evaluated every three years by an independent commission at the behest of the scientific advisory board. The results of the evaluation are reviewed by Humboldt-Universität’s Academic Senate and the Board of Trustees. The Humboldt Graduate School is a central organ of Humboldt-Universität. Its internal structure is specified in its charter. The school is headed by a director, who is advised by the Council of the Humboldt Graduate School.

Quality
* The primary goal of the Humboldt Graduate School is to create a future-oriented, internationally competitive culture of doctoral education at Humboldt Universität. This means:
* Doctoral candidates should be selected by several university instructors, in a transparent, multi-level selection process. Experience with DFG Research Groups has shown that particularly highly-qualified female doctoral candidates tend to benefit from standardized selection processes.
* Doctoral candidates should receive regular and reliable advice during their research work. This should be laid out in mentoring agreements which specify rights and obligations for the doctoral candidates and their mentors.
* The doctoral program should include courses which serve to round out the academic qualifications of the doctoral candidates on the one hand and also provide skills which are essential in scientific work, such as knowledge of methodologies, presentation skills, and time management.
* Candidates should be internationally engaged, either through the recruitment of and support for international doctoral candidates, or through ensuring that domestic doctoral candidates have the opportunity to conduct research or attend conferences abroad and make international contacts.
* Doctoral candidates with children should be supported in their efforts to carry out their academic work while fulfilling family responsibilities. This can be accomplished through a variety of measures including advisement, mentoring, taking the responsibilities of parents into account when setting program appointments, as well as providing a supplementary child-care service in emergencies and for special events.
* All-in-all, the research project and the accompanying academic program should be planned so as to allow completion of the doctoral studies within three years.

Campus
To literally provide doctoral education with roof over its head, rooms in the attractive building of the former school for veterinary medicine in Luisenstraße 56 in Berlin-Mitte are being renovated for use by the HGS.
These facilities will include common seminar rooms, office space and a computer pool, as well as a lounge and a service desk for all HGS member programs, which will provide doctoral students with advice and support from a single location. We hope that this facility will contribute to the creation of a productive network between doctoral students and doctoral program coordinators.

Welcome!
Participating in a doctoral program at the Humboldt Graduate School means having the opportunity to earn your doctoral degree in the inspiring interdisciplinary and international atmosphere of our excellent doctoral programs. You conduct your research in a group with colleagues from your area of research, with whom you regularly have the opportunity to share experiences, exchange views and give and receive support. Your thesis work will be intensively monitored and supported by leading faculty, so that you can successful complete your degree within three years.
You also receive helpful instruction in your area of research. The Humboldt Graduate School provides you with courses in basic competencies relevant to your thesis, such as writing and methods, and supports you in administrative questions.
Applying to a Doctoral Program
At the Humboldt Graduate School, you apply for admission to a doctoral program directly to the respective program. These programs conduct a thorough selection process, which typically includes a written application with CV, an exposé on your proposed thesis, evaluations of your previous academic performance, and a personal interview or trial presentation.
When you are accepted to a member program, you automatically become a member of the Humboldt Graduate School and gain access to our services.

Supervision
You are supported throughout your doctoral studies by the faculty of your member program. Typically, you are assigned a head supervisor as well as one or more additional supervisors. You regularly discuss the status of your research with your supervisors; you specify the details of this supervision, together with the supervisors themselves, in a supervision agreement.
Regularly-held colloquia give you the opportunity to present your scientific work to a wider circle of other doctoral candidates and experienced scholars and receive helpful feedback from them.
For questions related to your continued career within our outside of the scientific community, the Humboldt Graduate School will offer you a mentoring program.

Financing
Most of our doctoral programs offer candidates financing in the form of a stipend or employment. More information is available on the homepages of the individual doctoral programs.
Or course, you are welcome to bring your own financing with you, for example in the form of a stipend from an outside organization.
Moving to Germany
To live in Germany and conduct your doctoral work here, you must complete a number of formalities, such as applying for a visa, receiving a residency permit, opening a bank account and registering for health insurance. Our staff is available to assist you in these matters. Typically, we will take care of these obligations together with you during the introductory week of your program, usually in April or October of each year. We are also happy to assist you in finding a German language course appropriate to your level of fluency.

Academic Training
Each of our member doctoral programs offers its candidates an academic training program, to compliment their individual research work. These programs usually consist of research colloquia, subject matter seminars and methodologies training. Further information is available on the homepages of the member programs themselves.
Accompanying these programs, the Humboldt Graduate School offers training in key competencies for your research work. The program of training offerings will be available on this page shortly.
Enrolment and Admission
As a member of your doctoral program, you will be enrolled as a doctoral student unless you have concluded an employment contract with Humboldt-Universität or Charité-Universitätmedizin. As a member of the Humboldt Graduate School, you have the opportunity to enroll as a doctoral student while you wait for approval of your doctoral thesis proposal.
When you enroll you can decide whether you want to apply for a semester ticket for the Berlin-Brandenburg public transportation network.
The academic department which is responsible for your area of expertise is ultimately responsible for your thesis and for awarding your doctoral degree. You must apply for acceptance of the thesis at the thesis office (Promotionsbüro) of the responsible department at the beginning of your research work. Key Competencies
To enable you to complete your research project as soon as possible, the Humboldt Graduate School offers you training in key competencies relevant to your doctoral work. These are created by us especially for you and are customized to fit the typical situations and problems which occur during doctoral research. We work closely with highly-qualified trainers, who have typically worked in the academic field themselves and are capable of understanding your particular situation. According to the target group and its needs, these training sessions may be held in English or German.

Our Doctoral Programs
Our graduate schools are members of association of internationally competitive doctoral programs. Together, they work to create the best conditions possible for completing a doctoral thesis at Humboldt-Universität.
The Humboldt Graduate School offers doctoral candidates in our programs a comprehensive variety of transdisciplinary services, helping to relieve the burden on the management of the doctoral programs.
However, the subject-matter supervision of doctoral candidates is carried out by the individual doctoral programs; the right to grant doctoral degrees remains exclusively in the hands of the individual departments.
Quality Assurance
Quality Assurance is a primary responsibility of the Humboldt Graduate School. The school controls quality in four areas.
At the program level, programs are evaluated at the time of their admission to the Graduate School based upon their fulfillment of Humboldt Graduate School criteria. Every five years an informed peer review is conducted, so as to provide feedback on the scientific education of the doctoral candidates and the quality of their supervision. Regular and ongoing Monitoring throughout the course of each program provides feedback on supervision, teaching and services within each program.
HGS Services are evaluated by external experts every three years.

The Humboldt Graduate School offers its member doctoral programs a wide variety of services.
“Training”: Our competency courses in key research skills offer doctoral candidates the advantage of being able to chose from a broad palette of valuable course offerings, more than a single doctoral program would be able to provide on its own. Additional events provide students with information about careers inside and outside of the scientific community. An overarching mentoring program will help our doctoral students take the career path that is right for them.
“Services and Student Affairs”: We support international doctoral candidates in their transition to Berlin in all questions related to this process, ranging from applying for a visa to gaining recognition for their international credentials. In addition, we support and advise students with children so that they are able to combine their research with their family obligations.
“Infrastructure”: Through managing events, finances, IT needs and the candidate selection process, we help reduce the burden on our member programs.
Membership Process
All doctoral programs at Humboldt-Universität are eligible to join the Humboldt Graduate School if they fulfill the necessary quality standards.
Supervision, training, international character and equal opportunity are all important criteria. Doctoral programs which are administered jointly with other universities may become full or associate members of the Humboldt Graduate School.

Die DDR 1968
In diesem Jahr wird in vielen Beiträgen und Veranstaltungen an die Jugendrevolte 1968 im Westen erinnert werden, aber was geschah in jenem Jahr im Osten?
Stefan Wolle liefert ein Gesellschaftspanorama der DDR 1968, das verständlich macht, wieso hier die Revolte in den Ansätzen stecken blieb und kein wirklicher Generationswechsel stattfand. Dabei war seit 1962/63 manche Neuerung auf den Weg gebracht worden. Es war die reformreichste Zeit in der Geschichte der DDR, aber auch geprägt von zahlreichen Widersprüchen.
Ende der 60er Jahre trafen sich in der DDR zwei Zeitströmungen: die Idee vom demokratischen Sozialismus, die
im gesamten Ostblock umging, und eine antikapitalistische Jugendrevolte. Die neuen Protestformen und die Lust an der Provokation fielen auch im Osten auf fruchtbaren Boden. Hoffnungsvolle Signale gab es zudem aus Prag, das im Sommer 68 zum Mekka der DDR-Bevölkerung wurde. Nichts zu spüren von geistiger Ende und Bevormundung. Hier konnte man frei reden und diskutieren. Warum sollte das nicht auch in der DDR möglich sein? Es schien nur eine Frage der Zeit.
Mit dem Einmarsch der Truppen des Warschauer Paktes in Prag gefroren alle Hoffnungen auf eine systemimmanente Modernisierung des Sozialismus. This year, many articles and events will look back at the student revolts which took place in the West in 1968. But what happened in the East that year?
Stefan Wolle provides us with a panorama of GDR society in 1968 which explains why the revolts in the East failed to grow beyond their roots, thereby preventing a true generational changing of the guard. In fact, some attempts at renewal had already been underway since 1962. The late 1960’s were the most reform-oriented time in the history of the GDR, but they were also characterized by many contradictions.
In the GDR at the end of the 1960s, two movements collided: On the one hand, the idea of democratic socialism, which was spreading throughout the Eastern bloc; and an anti-capitalist youth revolt on the other. The new forms of protest and a desire for provocation fell upon fertile ground, also in the East. Hopeful signals also came from Prague, which in 1968 had become a Mecca for many people in the GDR. There was no sense of state interference and no end was in sight for the spirit of Prague. There people could speak freely and discuss the issues of the day. Shouldn’t the same also be possible in the GDR? It seemed like just a matter of time.
The invasion of Prague by Warsaw Pact forces destroyed all hopes of changing the system from within. Protest letters, slogans on buildings and flyers popped up; the refusal to condone the actions take in Prague cut across all levels of society. The East German state resorted to hard measures. 1400 investigations were conducted and 522 party members were censured. Yet, while on the outside it looked as though peace and order had been restored, the biographical fault lines that had been created outlasted the system.
Wolle’s scientific precision as a historian and the personal recollections of this politically astute witness to history come together to make this book truly captivating.

I grew up in the United States and worked in politics in the United States before moving to Germany in 2002. I hold a bachelor’s degree in political science from the University of Florida and a master’s degree in international affairs from American University. I have been speaking German since 1987.
