Liest man die Automobil-Fachpresse der ausgehenden Kaiserzeit in Deutschland, dann entsteht das Bild eines unerklärten Krieges zwischen der kleinen Schicht der Automo-bilisten und der nicht-motorisierten Bevölkerung, die Publikum genannt wurde. Die Form der Auseinandersetzung erfüllt beinahe alle Kategorien des Strafgesetzbuches: Beleidigung, Behinderung, Sach¬be¬schädigung, Tätlichkeit, Gebrauch von Schusswaf-fen. Christoph M. Merki und Uwe Fraunholz beschreiben diesen Kampf um die Stra-ßen: Merki im Rahmen einer Sozialgeschichte der Motorisierung des Straßenverkehrs in Mitteleuropa. Fraunholzs Studie ist auf die Analyse von Protestformen und -trägern zugeschnitten; er behandelt im wesentlichen Deutschland, in kurzen Kapiteln dessen Nachbarländer und die USA.
Motorphobia, Angst vor dem Motorwagen, hieß ein Artikel, der 1903 in der US-amerikani¬schen Zeitschrift „The Horseless Age“ erschien. Das belegt die Universalität des Phänomens. Aber die Anti-Automobil-Bewegung war 1903 in Nordamerika schon auf dem Rückzug; die Ablehnung schlug rasch in Zustimmung, sogar Begeisterung um. Im deutsch¬sprachigen Raum überdauerte sie bis zur Zwischenkriegszeit. In Grau-bünden (Schweiz) waren Automobile sogar bis 1925 verboten. Der Widerstand gegen das Automobil wurde schon im zeitgenössischen Schrifttum als Kulturkampf zwischen dem technikfreundlichen Städter und dem fortschrittfeindlichen Landmann gedeutet, bzw. innerstädtisch als einen Ausdruck des Klassenkampfes. Die Kosten der Automo-bilhaltung waren so hoch, dass Automobile in Europa vor 1914 fast nur der Ober¬schicht vorbehalten waren.
Archivstudien machen aber deutlich, dass das Gerede über Unterschiede im Volkscha-rakter und schichtenspezifische Mentalität nicht weiterführt. Die Frontlinie verlief quer durch die Parteien. Auto-Hasser gab es auch unter den Großbürgerlich-Konservativen und sogar den Liberalen. Auch der Stadt-Land-Gegensatz verschwimmt. Der Zusam-menhang erscheint für Deutschland und die Schweiz einigermaßen robust. Aber es gab sogar in Graubünden Gemeinden, die sich für die Zulassung des Kraftwagens einsetz-ten; vornehmlich solche, die nicht an die Eisenbahn an¬ge¬schlos¬sen waren und solche, die ihr Tourismus¬gewer¬be entwickeln wollten. In Frank¬reich war das Automobil um 1914 im Großen und Ganzen akzeptiert; nach dem Weltkrieg wuchs die Quote kraft-fahrender Bauern dort rasch. Der gewichtigste Einwand ist aber Nordamerika. Der gewaltige Aufschwung seiner Automobilindustrie kam ganz und gar von der Nachfra-ge aus den Farmlandschaften.
Fortschritt erzeugt neben Gewinnern stets auch Verlierer. Vom Pferde-Verkehr lebten viele Berufsgruppen, und von deren Standpunkt aus betrachtet war es völlig rational, gegen das Automobil zu sein. Als der Ballonreifen Mitte der 1920er Jahre den Last-kraftwagen fernverkehrs¬taug¬lich machten, schloss sich auch die Eisenbahn dieser Koa-lition an, in Graubünden schon früher. Der Kanton hatte sich für seine Bahn verschul-det. Er brauchte deren Erträge. Das Frachtgewerbe ergab aber noch keine Massenbe-wegung, und es konnte sich umstellen. Man begreift Umfang und Dauer des Wider-stands gegen den Kraftwagen nur, wenn man sich dessen Soziale Kosten klar macht. Soziale Kosten sind die Kosten einer Aktivität, die nicht dem Verursacher, sondern der Allgemeinheit aufgebürdet werden. Im Falle des Automobils sind das: die Zerstörung von Schotterstraßen, die Staubplage, der Lärm der Motoren, der Schwefelgestank der Abgase und Unfallfolgen. Es gab in der Kaiserzeit in Deutschland im Verhältnis zum Verkehrsaufkommen beträchtlich mehr Verkehrsunfälle, als es heute der Fall ist.
So zahlte fast jeder irgendeinen Preis für Kraftwagen. Da sie in Europa vor dem Ersten Weltkrieg fast nur für Sport und sonstige Vergnügen benutzt wurden, wundert es nicht, dass das Publikum nicht viel von ihnen hielt. Die deutsche Sprache ist diesbezüglich verräterisch. Sie unterteilt Kraftwagen in Personenkraftwagen und Nutz¬fahrzeuge. Per-sonenkraftwagen waren nutzlos.
In den dünn besiedelten Prärielandschaften Nordamerikas waren die Sozialen Kosten des Automobils gering. Die Städte waren dort so weitläufig wie das ganze Land ist, und die Abnutzung der Straßen spielte keine Rolle es gab kaum Straßen. Hingegen war der Nutzen eines Kraftwagens jedem Farmer, der fernab einer Siedlung, einer Ei-senbahn und ohne Anschluss an das Elektrizitätsnetz lebte, sofort augenfällig. Daher die Bereitschaft, Haus und Hof zu verpfänden, um einen Kraftwagen zu erwerben.
Der Widerstand gegen das Automobil schwand auch in Europa in dem Maße, in dem der An¬teil nützlicher Fahrzeuge wuchs, das Publikum die Vorteile des Kraftwagen-transports (z. B. sinkende Transportkosten) registrierte und via Omnibus, Kleinwagen und Motorrad selbst Teil des Systems wurde. Die Hühner verschwanden von der Stra-ße, die Zugtiere gewöhnten sich nach und nach an ihre lärmenden Kollegen, Kraftfah-rer, Radfahrer und Fußgänger lern¬ten, miteinander zu leben. Das Verkehrs¬recht wurde harmonisiert, Straßen wurden ausgebaut und Soziale Kosten durch für Wegebau zweckgebundene Steuern und eine Unfall-Haftpflicht internalisiert (d. h., dem Verursacher auferlegt).
Merki baut seine Argumentation auf dem Konzept der Sozialen Kosten auf. Be¬züg¬lich des uralten Henne-Ei-Problems der Ökonomie, ob zuerst eine Nachfrage nach motori-siertem Transport da war, die ein Angebot schuf, oder ob es umgekehrt war, bevorzugt er eine quasi-keynesianische Sicht. Er interpretiert den Automobilismus der Kai¬ser¬zeit als soziale Bewegung, als Liebhaberei, deren Nachfrage nach und nach eine Gebrauchsgüter-Industrie entstehen ließ. Die Versammlungsplätze dieser Sekte waren die Autofahrer-Vereine, ihre Rennen, Ausstellungen und Fachpresse. Diese werden in separaten Kapiteln beschrieben.
Merki und Fraunholz (dessen Studie Merki verwendet hat) zufolge verlief der Wider-stand gegen die Motorisierung in Deutschland, Frankreich und der Schweiz nach ähn-lichem Muster. Protest äußerte sich auf dem Land spontan, in der Großstadt eher orga-nisiert. Die Bürgerbewegungen blieben aber auf die Lokalebene beschränkt, waren selten überregional vernetzt. Sie waren deshalb gegenüber der straff organisierten Au-tomobillobby, die enge Beziehungen zu den Mächtigen pflegte, in einer schwachen Position. (Merki, 183) Nur im basisdemokratischen Verfassungssystem Graubündens konnte die fußläufige Mehrheit ihr Interesse durchsetzen. Man kann Merki hier und da Sprünge in der Argumentation vorwerfen; mancher Baustein seines Drei-Staaten-Vergleichs ist nur angedeutet, anhand einiger Beispiele skizziert. Bei einem so großen Projekt ist das wohl kaum anders zu machen. Aber: Doch These und Buch gefallen, auch weil es material-, geistreich und sprachgewandt geschrieben ist.
Die Studie von Fraunholz beruht auf einem Protest-Sample – Berichten über Konflikte zwischen der motorisierten und der nicht-motorisierten Bevölkerung – die fünf deutschsprachigen Automobil-Fachblättern entnommen sind. Die Sammlung umfasst 372 Fälle im Zeitraum von 1902 bis 1932; zwanzig davon ereigneten sich im Ausland. Fraunholzs Kartierung der Konfliktfälle (S. 101) zeigt, dass der Protest in Deutschland auf Großstädte und ihr Umland sowie einige Transitrouten konzentriert war. Die wei-tere Auswertung der Sammlung nach Vor-, Nachkriegszeit, Jahreszeit, Regionen, So-zialstatus der Täter und Opfer, Form, Motiv, Objekt und gerichtliche Ahndung des Protestfalles, die dem Leser in einer Flut von Prozentsätzen dargeboten wird, bringt wenig Erkenntnisgewinn. Das Quellenmaterial ist heterogen und für diesen Zweck zu schmal, die Kate¬go¬rien sind nicht trennscharf, die Motive unsicher. Ein Beispiel für seine Spekulation: (1) Von 15 Todesfällen, die im Sample verzeichnet sind, datieren zwölf in den August 1914, als das Gerücht umlief, dass Spione der Feind¬mächte mit Kraftwagen außer Landes flüchten wollten. Daher wurden zwölf verdächtige Kraftfah-rer von übereifrigen Heimatschutz-Wachtruppen erschossen. Fraunholz begründet die Hereinnahme dieser Fälle damit, dass die Soldaten einen jahrelang aufgestauten Au-tomobilhass abreagiert hätten.
Im Mittelteil seines Buches entwickelt Fraunholz eine Typologie des Protests, sortiert sein Material nach Aktionsformen in „gewalttätig“ und „gewaltfrei“; unter Letztere fasst er Bürger-Petitionen, jedoch auch die Kontrollpraktiken der Verkehrspolizei („Autofallen“) und die Straßennutzungsgebühren der Gemeinden. Anschließend wird die Konfliktregulierung durch den Staat anhand der Entwicklung des Straßen¬verkehrsrechts, des Haftpflichtrechts und der Kraftfahrzeugbesteuerung erörtert. Nach Ansicht des Rezensenten wäre eine andere Reihenfolge zweckmäßig, weil vieles, was bei der Beschreibung typischer Fälle für das Verständnis der Haltung der Gerichte und Verkehrsbehörden notwendig ist, nun erst mitgeteilt wird. Dass der Buchtitel Fehler enthält, ist vor der Drucklegung des Buches anscheinend niemandem aufgefallen.

When one reads the automobile trade press in the years just before WWI, there emerges a picture of an undeclared war between the small stratum of motorists and the un-motorized populace, which was called ‘the public.’ The shape of this conflict fits nearly every category of criminal code: libel, obstruction, property damage, assault, and use of firearms. Christoph M. Merki and Uwe Fraunholz describe this street war. Merki approaches the question in the framework of a social history spanning the motorization of road traffic in middle Europe, while Fraunholz’s work is tailored to the analysis of protest forms and protest leaders in western Germany, and in short chapters Germany’s neighboring countries and the U.S.A.
An article entitled ‘Motorphobia, Fear of Motor Vehicles,’ was published in the 1913 United States periodical “The Horseless Age.” This substantiates the universality of the phenomenon. The anti-automobile movement was by then, however, already on the decline in North America as repudiation changed quickly to approval and even enthusiasm. In the German-speaking world, however, it lasted until the inter-war period. In Grisons, Switzerland, there was a ban on automobiles until 1925. In contemporary literature, the resistance to automobiles was already being interpreted as a cultural war between the technology-loving city dwellers and their anti-progressive countrymen, wherein the inner-city was used an expression of class warfare. The costs of owning an automobile were so high that automobiles in Europe before 1914 were almost exclusively the domain of the upper class.
It is obvious in archival study that such talk of differences in national character and class-specific mentality was not perpetuated. The front traversed all parties. There were autophobes among the bourgeois conservatives and even among the liberals. The issue also blurred the polarity between city and country. For Germany and Switzerland, the alliance seemed indeed somewhat sturdy. Even in Grisons, however, there were communities that championed the admission of the automobile, in particular those that were not serviced by railroads and those that wanted to develop their tourism industry. In France the automobile was by and large accepted by 1914; after the World War, the rate of motorizing Frenchmen increased quite rapidly. The most important exception is North America. There, the strength behind the upsurge of the automobile industry came overwhelmingly from the agricultural sector.
Progress always means that there are winners and there are losers. Many occupational groups depended upon the usage of horsepower, and from their point of view it was completely rational to be against the automobile. In the 1920s, when the balloon tire made intercity transport possible, the railroad industry joined this coalition, as it did even earlier in Grisons. The Canton region of Switzerland had gone into debt for its train. It needed income. The freight trade had produced no mass movement, and was able to adapt. Only when the social costs are made clear can one comprehend the magnitude of the opposition against the automobile. ‘Social costs’ are the costs of an activity that are imposed not on the originator of that activity, but on the general public. In the case of automobiles this includes: the destruction of unpaved roads, the hazards of dust, the noise of motors, the sulphuric malodour of emissions, and the risk of traffic accidents. In the pre-WWI era there was a substantially higher ratio of traffic accidents than is the case today.
Almost everyone would pay almost any price for an automobile. Since they were used nearly exclusively for sport and pleasure, it is no wonder that the general public didn’t benefit much from them. The German language is perfidious concerning this matter. It divides automobiles into Per¬so¬nenkraftwagen, or ‘passenger cars’ and Nutz¬fahrzeuge, or ‘commercial vehicles.’ Per¬so¬nenkraftwagen were useless.
In the thinly populated prairie land of North America the social costs of automobiles were marginal. The cities were so spacious, as is the entire country, that the wear and tear of roads did not come into play — there hardly were any roads to speak of. On the other hand, to farmers who lived without electricity and far from residential areas and railroads, the idea of using an automobile was immediately palpable. They were ready to give up house and home to buy an automobile.
In Europe, the opposition to automobiles largely diminished as their productive uses were explored and the general public began to realize the advantages of automotive transportation, i.e. decreasing transportation costs. Through the Omnibus, the compact car and the motorcycle, motorization became a part of daily transportation. Chickens disappeared from the streets, draft animals by and by got used to their noisy colleagues, motorists, bicyclists and pedestrians learned to live with each other. Traffic laws were integrated, streets were completed, and social costs were internalized as taxes were earmarked for route-building, and accident liability was instituted (viz. fines were imposed upon the responsible party).
Merki builds his argumentation on the concept of social costs. Concerning the age-old economical question of the chicken or the egg, whether the demand for motorized transport came first, creating a supply, or the other way around, he favors a quasi-Keyensian approach. He interprets the motorization of the pre-WWI era as a social movement, a hobby, which by and by developed into a consumer-goods industry. The gathering points of this sect were the motorists’ associations, their races, exhibitions and trade literature. These he describes in separate chapters.
Merki and Fraunholz (whose study Merki used) deal with the opposition to motorization in Germany, France and Switzerland using a similar model. Protest arose in the countryside spontaneously, where in the larger cities it was generally more organized. The national movements remained restricted to a local level, and were rarely linked nationally. Against the tightly organized automobile lobby, which maintained close connections with powerful people, they found themselves in a weak position (Merki 183). Only in the democratically based constitutional system of Grisons could the pedestrian majority implement their cause. Here and there, one can accuse Merki of awkward leaps in his argumentation; many components of his three-country comparison are only implied, and only a few examples are deliniated. With such a large-scale project, there is arguably hardly any other way to go about it. However: both the book and the thesis are indeed satisfying, which is in no small way aided by the fact that the author is quite adept with his material, as well as with wit and prose.
Fraunholz’s study is based on a sample of protests, reports about conflict between motorists and the non-motorized populace, which are culled from five German-language trade publications. The collection includes 372 cases in the period between 1902 and 1932, twenty of which occurred outside of Germany. Fraunholz’s mapping of the occurrences of conflict shows that they were concentrated around large cities and their surrounding areas, as well as a few transit routes. The further analysis of the data according to pre- and post-wartime, season, social status of the perpetrators and victims, form, motive, object, and legal penalties, which are presented to the reader in a flood of percentages, provides little help in forming an understanding. The source material is heterogeneous, and for these ends too narrow, the categories are not selective, the motive uncertain. An example for his speculation: (1) from fifteen cases of death that are shown in the sample, twelve date to the August of 1914, a month when rumours were spreading that spies wanted to flee the country in automobiles to enemy powers. Therefore, twelve suspect motorists were shot dead by crazed home guard security troops. Fraunholz substantiates these cases by stating that the soldiers were releasing a restrained autophobia.
In the middle section of his book, Frauenholz develops a typology of protest, sorts his material into the categories ‘violent’ and ‘nonviolent,’ under the latter he includes citizens’ petitions, even the supervision methods of the traffic police (‘speed traps’) and municipal street-use taxes. Subsequently, he begins a discussion of government regulation of conflict alongside the development of traffic law, liability law and automotive taxes. In the opinion of the reviewer, another order would have been advisable; much of the material covered in the descriptions of typical cases is necessary for an understanding of the attitude of courts and traffic authorities, and is only conveyed in the middle section of the book. The fact that the title of the book contains errors apparently didn’t bother anyone at the printing press.
