Source text - Portuguese A expansão dos Institutos Federais (IFs) se caracteriza como uma fonte exógena de competição para as demais escolas de nível médio. Este trabalho estuda o impacto da instalação dos Institutos Federais sobre o desempenho das demais escolas estaduais no ensino médio dos municípios beneficiados. A abordagem metodológica compreende o Pareamento por Escore de Propensão (PSM) integrado ao método de Diferenças em Diferenças Generalizado (DDG). Os resultados mostram um impacto significativo e negativo sobre a taxa de aprovação dos alunos que permanecem na rede pública estadual, e positivo na taxa de reprovação. A política de expansão dos Institutos Federais pode conduzir a um processo de cream skimming.
Translation - English The expansion of the Federal Institute of Education is characterized as an exogenous source of competition in Brazil. This research studies the effect of the Federal Institutes’ creation on the performance of the other public schools in the benefited municipalities. The methodological approach is the Propensity Score Matching combined with the generalized difference in differences method. The results show a significant and negative impact on the pass rate of students who remain in the state public educational system and a positive impact in the fail rate. The policy of expansion of the Federal Institutes may lead to a cream skimming process.

Source text - Portuguese Este estudo tem por objetivo analisar a hipótese de moral hazard causada pela vacinação contra o Papiloma Vírus Humano (HPV) quanto a iniciação sexual de meninas e, uma vez que já iniciaram, a vida sexual, entender se as meninas reduzem a probabilidade de uso de preservativo no primeiro sexo. Os dados utilizados são da Pesquisa Nacional de Saúde do Escolar (PeNSE) para o ano de 2015. O modelo usado é o de regressão em descontinuidade, com a descontinuidade na idade das meninas que estavam aptas a participar da campanha pública de vacinação. Os resultados do chamado Fuzzy-RDD mostram que a campanha foi efetiva ao aumentar a probabilidade de vacinação, mas não teve efeito sobre as jovens terem iniciado suas vidas sexuais ou absterem-se de utilizar preservativo, tais resultados corroboram a literatura. Os resultados são testados por diversos métodos de robustez. Esse é o primeiro trabalho a utilizar modelos quase-experimentais e mostrar que não há efeito da vacinação sobre iniciação sexual e sobre o uso de preservativos.
Translation - English This study aims to analyze the hypothesis of moral hazard caused by vaccination against human papillomavirus (HPV), regarding girls' beginning of sex life and, once they have begun their sex life, to understand whether it reduces the probability of girls using a condom in their first sexual intercourse. The data are from the 2015 National Survey of School Health (PeNSE). The model used is the regression discontinuity, with the discontinuity in the age of the girls who were able to participate in the public vaccination campaign. The results of the so-called Fuzzy-RDD show that the campaign was effective in increasing the likelihood of vaccination by 26.7-27.6 percentage points. There is no observable effect on young women initiating their sex lives or refraining from using condoms. The results are tested by several robustness methods. This is the first work to use quasi-experimental models in a developing country with low vaccination coverage in Latin America and show that it is necessary to increase awareness campaigns with parents, so they will know that there is no effect of vaccination on the beginning of sex life and condom use.
