1.1 Crecimiento de largo plazo y volatilidad (1810-2005)
Chile ha mostrado una impresionante expansión económica durante las últimas dos décadas, reflejada en un crecimiento promedio de 4,8% en su PIB per cápita desde 1986 hasta 2005. La época posterior a 1985 también fue excepcional en lo que respecta a expansiones y contracciones cíclicas, registrando una sola recesión de magnitud moderada en 1999. La relativa estabilidad del producto de Chile durante 1986-2005 se refleja en una desviación estándar del crecimiento del PIB per cápita más bien baja, igual a 3,1%.
Esta propicia combinación de un primer momento de crecimiento robusto y un segundo momento bajo es excepcional en la historia económica de Chile. En promedio, el PIB per cápita de Chile creció solo 1,7% en el período comprendido entre 1810 y 2005 —toda la historia del país como nación independiente. Y la volatilidad del crecimiento de Chile en el largo plazo —con una desviación estándar del crecimiento per cápita igual a 6,3% entre 1810 y 2005— duplica la volatilidad de los últimos veinte años.
Información más detallada sobre las tasas de crecimiento y su volatilidad durante toda la vida independiente de Chile se encuentra en la figura 1 y en la tabla 1. 1.1 Long Term Growth and Volatility (1810-2005)
Chile has demonstrated an impressive economic expansion over the past two decades, reflected in an average growth of 4.8% In GDP per capita from 1986 to 2005. The post-1985 era was also exceptional in regard to cyclic expansions and contractions, registering only a single recession of moderate magnitude in 1999. The relative stability of the Chilean product during 1986-2005 is reflected in a standard deviation of growth in GDP per capita at a rather low rate, equal to 3.1%.
This propitious combination of a first robust growth period and a second lesser period is exceptional in the economic history of Chile. On average, GDP per capita in Chile grew by only 1.7% in the period between 1810 and 2005 – the country’s entire history as an independent nation. Moreover, the volatility of the growth in Chile in the long term – with a standard deviation of per capita growth equal to 6.3% between 1810 and 2005 – is twice that of the past twenty years.
More detailed information about the rates of growth and their volatility over the country’s history since independence is found in Figure 1 and Table 1. After a certain lethargy during the first three decades following independence, the Chilean economy achieved a per capita growth averaging 2.3% between 1840 and 1910. The instability of growth sharpened gradually during the 19th century, reaching a maximum rate of 6.2% during the 1870s. The average growth fell sharply and the volatility of growth increased dramatically between 1910 and 1940 – the worst three decades of growth in the history of Chile.

Por la cual se dictan las normas a las que deberá sujetarse el Banco de la República para el ejercicio de sus funciones, el Gobierno para señalar el régimen de cambio internacional, para la expedición de los Estatutos del Banco y para el ejercicio de las funciones de inspección, vigilancia y control del mismo, se determinan las entidades a las cuales pasarán los Fondos de Fomento que administra el Banco y se dictan otras disposiciones.

DECRETA:
TITULO I
Origen, naturaleza y características.
Artículo 1o.. Naturaleza y objeto. El Banco de la República es una persona jurídica de derecho público, continuará funcionando como organismo estatal de rango constitucional, con régimen legal propio, de naturaleza propia y especial, con autonomía administrativa, patrimonial y técnica. El Banco de la República ejercerá las funciones de banca central de acuerdo con las disposiciones contenidas en la Constitución Política y en la presente Ley.
Artículo 2o. Fines. El Banco de la República a nombre del Estado velará por el mantenimiento de la capacidad adquisitiva de la moneda conforme a las normas previstas en el artículo 373 de la Constitución Política y en la presente Ley.
Parágrafo. Para cumplir este objetivo la Junta Directiva del Banco adoptará metas específicas de inflación que deberán ser siempre menores a los últimos resultados registrados, utilizará los instrumentos de las políticas a su cargo y hará las recomendaciones que resulten conducentes a ese mismo propósito.
Artículo 3o. Régimen jurídico. El Banco de la República se sujeta a un régimen legal propio. En consecuencia, la determinación de su organización, su estructura, sus funciones y atribuciones y los contratos en que sea parte, se regirá exclusivamente por las normas contenidas en la Constitución Política, en esta Ley y en los Estatutos. En los casos no previstos por aquellas y éstos, las operaciones mercantiles y civiles y, en general, los actos del Banco que no fueren administrativos, se regirán por las normas del derecho privado.

TITLE 1
Origin, Nature, and Characteristics
Article 1. Nature and purpose: The Bank of the Republic is a public-law legal entity that shall continue functioning as a constitutionally-mandated government agency under its own special legal framework, with administrative, patrimonial, and technical autonomy. The Bank of the Republic shall act as central bank in accordance with the provisions contained in the Constitution and the present Act.
2nd Article. Purpose: The Bank of the Republic, on behalf of the State, shall ensure the preservation of the purchasing power of the currency in line with the foreseen norms as contained in Article 373 of the Constitution and the present Act.
Paragraph. To that end, the Board of Directors of the Bank shall adopt specific goals for inflation rates that shall always be lower than the most recently recorded rates, shall utilize the policy instruments at its disposal and make appropriate recommendations.
3rd Article. Legal system: The Bank of the Republic is subject to its own particular legal framework. Consequently, its organization, structure, functions, and powers, and the contracts it may enter into, shall be governed exclusively by the provisions set out in the Political Constitution, in this Act, and in its By-Laws. Where those provisions are silent, in commercial and civil matters, and, in general, non-administrative Bank actions, shall be governed by private law.

La MF es resultado de una lesión fotoquímica y térmica de la retina por la radiación ultravioleta, bien procedente de la luz solar o del microscopio, y se caracteriza por afectar a las capas más externas de la retina. Está relacionada con la intensidad, tiempo de exposición y longitud de onda de la fuente lumínica, siendo la luz azul y ultravioleta (longitud de onda menor a 300-350 nm) la más dañina para el ojo (3-5). Clínicamente se caracteriza por una lesión amarillenta a nivel foveal, un defecto ventana en la AGF y un escotoma central o paracentral que con el tiempo disminuye. Las lesiones amarillentas iniciales son sustituidas posteriormente por un moteado del EPR o incluso un agujero lamelar. Histológicamente la fase aguda de la lesión muestra daño del EPR con desprendimiento, necrosis, pigmentación irregular y cambios en los fotorreceptores (1,2). Aquellos pacientes con medios transparentes, afáquicos, emétropes y bajos hipermétropes parecen tener un riesgo mayor de desarrollar MF al tener mayor capacidad de concentrar la luz sobre la retina y mácula.

Phototoxic maculopathy (PM) is a result of photochemical and thermal injury to the retina by ultraviolet radiation, whether from sunlight or a microscope, affecting the outer layers of the retina. Its severity depends on the intensity, exposure duration, and wavelength of the light source, blue and ultraviolet light (wavelength under 300-350 nm) being the most damaging for the eye (3-5). Clinically it is characterized by a yellow lesion on the surface of the fovea, a window defect in the AGF (Angiography Fluorescein), and a central or paracentral scotoma that diminishes with time. The initial yellow lesions are later replaced by a mottling of the retinal pigment epithelium (RPE) or even a lamellar hole. Histologically the worst phase of the lesion shows damage of the RPE with retina detachment, necrotic tissue damage, irregular pigmentation, and changes in the photoreceptors (1,2). Patients with transparent, aphakial, emmetropical, and diminished hypermetropic mediums seem to be at a higher risk of developing MF as they have a greater ability to focus light onto the retina and the macula.
