Index: die ersten drei Jahre sind indexneutral, veraendert sich danach der Verbraucherindex (Basis 2000 = 100) um mehr als 10% gegenueber dem Stand nach drei Jahren, so erfolgt die Anpassung zu 66.66% der Indexaenderung.

not sure whether there is such a short term in English, the meaning is:
there is no adjustment (of the price/rent etc.) based on the index (here CPI) in the first three years

There is no rental indexation (for the first 3 years)

!! It's important to note that subsequent indexation increases will be based on the index level at the *end* of the 3-year period - not always the case.
