ثاني الأدوات النظامية قوةً، والأصل فيها أنها تنظيمية مكتوبة، تتخذ شكلًا محددًا، وتصدر عن الملك بصفته رئيسًا للدولة ومرجعًا للسلطة التنظيمية، والنصوص النظامية التي تستمد هذه الأداة التنظيمية شرعيتها منها متفرقة مختلفة؛ تبعًا لاختلاف الوثيقة التنظيمية الصادرة بها، ومنها ما تضـمنته المادة (20) من نظام مجلس الوزراء من أن الأنظمة، والمعاهدات، والاتفاقيات الدولية والامتيازات تصدر وتعدل بموجب مراسيم ملكية بعد دراستها من المجلسين، وتجدر الإشارة في هذا الشأن إلى الآتي:
