Hi all,

I'm translating a financial report about quantitive easing and tightening by the US Federal Reserve from French (France) into English (UK) and am having trouble with the phrase above. Please see below for context.

La Réserve fédérale américaine a démarré, en juin 2022, un programme de réduction de la taille de son bilan (QT2). La réglementation bancaire pourrait toutefois venir contrarier ses ambitions. Déjà, le premier programme de resserrement quantitatif (QT1), lancé en octobre 2017 par la Fed, avait été interrompu prématurément en raison des exigences de liquidité imposées aux banques. Les contraintes bilancielles pourraient à leur tour précipiter l’arrêt de QT2. Le resserrement de la norme de levier a d’ores et déjà réduit la capacité des banques à intermédier les marchés secondaires des titres du Trésor américain alors que les besoins de financement de l’État fédéral ne cessent de croître.

to broker in the secondary markets of treasuries

The broker is the typical intermediary in any market. Ithe broker can be an individual or a firm.

In this case, the broker buys treasuries from the US Treasury and sells them to the public.

Treasuries are the financial name of the securities issued by the US Treasury. There are different treasuries, because each class of treasuries have a specific term.
