es geht hier um eine Anknüpfung an bereits bestehende EU-Verordnungen. Manchmal ist auch die Sparache von "Anknüpfungspunkten", die ich bisher mit "connecting factors" übersetzt habe. Aber als Verb fand ich "linking" geeigneter. Gibt es da einen festen Begriff?
