Difficult... ...is the only thing that makes sense to me too. And even if it's not a typo, "difficult" is still the only word that came to mind.

El déficit es aquella situación que se genera cuando hay escasez de algo necesario.

no creo que sea un "typo"....

It's difficult because of a shortfall

(SP: Es difícil de identificar el requerimiento genérico más adecuado, porque hay un déficit, incluyendo los niveles más bajos de detalles preliminares.)

disagree Kristina Love : I think "deficit" was a typo for "difícil." I would translate the sentence "It is difficult to identify the the one most appropriate for a generic requirement, even by going down to a level of preliminary detail."
