It's a line on a graph headlined "Changes in Business Loans," showing five years of figures. A literal translation doesn't mean anything to me and gets only 5 Google hits in English, all from Belarus.
There must be a regular English way to say this.

Требования банков к экономике – это сумма долга по выданным кредитам и займам, а также некоторым иным активным операциям банков. Если в 2016 г требования банков изменялись по нисходящей, то в 2017 г тренд был переломлен и требования начали расти (см. диаграмму 6). В связи с более высокой платежной дисциплиной физлиц и отменой обязательного предоставления справок о доходах при выдаче кредитов гражданам рост требований в 2017 г происходил за счет населения.

It means the total amount of funds loaned to businesses/public of a certain country.

Liabilities of the banks to the (national) economy

I believe this could be related to stressed assets or non-performing assets or bad debts of the banks in the country.
