Los pagos a través del fondo de caja chica deberán estar soportados con documentación pertinente y debidamente autorizada.

Control Previo al Compromiso
El empleado de la Organización designado para decidir sobre la realización de un gasto y aquellos que conceden la autorización respectiva, verificarán previamente que:

1. La transacción corresponda al giro o actividad de la Organización y conforme el presupuesto anual, planes y programas;
2. El procedimiento propuesto para su ejecución sea el apropiado;
3. La Organización está facultada para llevarla a cabo y no existan impedimentos legales sobre la misma;
4. En el presupuesto existan las disponibilidades correspondientes previamente establecidas.

Control previo a la Obligación
El empleado de la Organización designado para aceptar una obligación como resultado de la recepción de bienes, servicios u obras, verificará previamente a este reconocimiento y autorización que contenga lo siguiente:

1. La documentación cumpla con los requisitos legales;
2. La autenticidad del documento o factura y que estos no contengan errores aritméticos o datos equivocados;
3. La cantidad y calidad de los bienes, servicios u obras recibidos corresponden a las que se autorizaron y sean los mismos que se describen en el documento que evidencia la obligación.

Perhaps you could word it like this, and it may also work for the other examples you gave of "control previo".
I'd be interested to know if there is a more widely used term for this, considering that I only found a few hundred hits for the terms I'm suggesting, some of which might in fact be translations, even if they do come from the IMF, World Bank, EU, etc.
It seems possible to me that the term "ex-ante control" (i.e., without "expenditure") is the term most commonly used to refer to this type of expenditure control, though whether it's used that much outside of government/NGO settings I'm not sure.

The first reference I'm posting here is a transcription from the floor of the UK Parliament, so it is at least evidence of use "pre-expenditure checks" in spoken language.
