Spinning Reserve is the on-line reserve capacity that is synchronized to the grid system and ready to meet electric demand within 10 minutes of a dispatch instruction by the ISO.

In a table in English just before the beginning of Section 7, apparently from U.S. FERC (Federal Energy Regulatory Commission) data, there is a distinction in column headings between "Operating Reserve - Spinning Reserve Service" & "Operating Reserve - Supplemental Reserve Service"
