I think it regards a course sequence. The year of study is immaterial: one can take Ethics 101 as a freshman and Ethics 102 as a senior. Here, passing Ethics 101 is a prerequisite for taking Ethics 102; however, if a student has not completed all the requirements of Ethics 101, he/she may conditionally be allowed to enroll in Ethics 102. In the US system, one needs to take active measures to obtain the permission; it does not take place automatically.
