English translation: budgetary law

Spanish term or phrase: DERECHO DEL PRESUPUESTO
Is anybody acquainted with the prhase "Derecho del prespuesto", I am confused because of the preposition in Spanish, which sounds more natural as "Derecho AL presupuesto". Should I translate the phrase as "The bugetary right", "the right of the budget"? Because the right to budget allocations would rather correspond in Spanish to "derecho a asignaciones presupuestarias".

The context is the following:

Dada la vastedad del interrogante me centraré aquí en una de las facetas más complejas de la política fiscal: el derecho del presupuesto, en cuanto técnica legal para asignar recursos públicos.

neutral  Robert Carter: If the question were "derecho presupuestario", I'd agree, but this is "derecho DEL presupuesto", it doesn't seem to mean that when you look it up. I think it's what the asker thought it was to begin with but I don't know what the term would be in English.
