....it is assumend that also all private sector employers pay necessary dues. Kazanılmış Hak Aylığı is more about pay grade and concerns public servants who previously worked in the private sector, their grade is not only determined on their public service but also on payments to SSK on condition that latter were equivalent to education (meaning that an engeneer's payment don't count if they are effected on minimum salary basis) This ev aluation is done on beginning of pub lic service and added to services done in month 1. Such cases are abundant so the KHA is about determination of elligible grade in the first place

agree Yusef : think your suggestion is correct Mr. Lemel. Vesting is used in context of retiremet benefits, so yes those salaries are vested in that sense that all salaries in Turkey public and private are vested-the employee has no responsanbililty fo any payment it
