I think some kind of phrase along these lines would sound more natural in the context of an academic certification.
Example:
"This certification was issued at ...place... on ...date... (to be used by the interested party as a record) for all relevant purposes."
The part in brackets could be omitted without altering the sense in any meaningful way.

Personalmente, prefiero evitar la frase "interested party" en ingles por ser demasiado general. En cada caso concreto "el interesado" refiere a una persona quien aqui es el estudiante o destinatario del certificado, por lo que pondria "the recipient".
