I consulted the glossaries but there's no one-to-one equivalent. I 'm thinking of some possibilities like "social management model of education", but not sure, indeed.

I think this would be a fair translation. In the original GESTIÓN SOCIAL they mean the whole society, in this version COMUNITY is the closest term I can think of. Indeed the World Bank and other entities have used these terms in links below. We have to take into account that this is a relatively new issue, so proper terminology is maybe yet to be carved, without mentioning that in Spanish speaking countries and especially Latin America, this is a trendy topic.
