I will keep the Latin expression as it is, because this is very common in this kind of context. In addition, the fact that the English keeps the Latin form, is a clear evidence that its use is acknowledged also from German Languages and I wouldn't see any comprehension problem with a Latin- origin language as Spanish.

Mejor en singular según su pregunta:
Organización/institución/entidad caritativa bona fide.
Me dejé llevar por el plural del inicio de frase "Discretionary payments may never be made as part of an exchange of favors..."

"Bona fide" o "de buena fe" quiere decir que no hay engaño, que se ha constituido debidamente con arreglo a la ley.
