German term

Freigabe

This document has many 'Freigabe', which may have several meanings depending on the context.
I wonder if Freigabe means 'just' release or approval at least in the above-mentioned examples.

disagree Johannes Gleim : Release is well-known in the industry, but not appropriate for issuing documents. You can release a part after examination if this has been blocked previously (cf. definitions from the freedictionary below).

agree philgoddard : It doesn't say general though. Approval is another possibility.

yes Phil (I put "general" as an afterthought but "release" is definitely the way to go) but the way things are going it won't be enough :)

verantwortlich für Freigabe aller PQR’s
.. is responsible for approval of all PQR

.. approves (or authorizes) the corresponding PQR by signigng.

.. is approved and released by (literally: the release is effected by ..)

A Special Permit sets forth alternative requirements, or variances, to the requirements in the HMR. Federal hazardous materials transportation law authorizes PHMSA to issue such variances in a way that achieves a safety level that is at least equal to the safety level required under Federal hazmat law or is consistent with the public interest if a required safety level does not exist. An approval is written consent, including a competent authority approval, from the Associate Administrator or other designated Department official, to perform a function that requires prior consent under the HMR.
