Di solito con loop si intende la parte della rete di telecomunicazione che connette al terminale d'utente, il cosidetto ultimo miglio. Credo che a seconda dei vari contesti in cui appare nel tuo tsto potresti renderlo come 'linea d'utente' (ad esempio cosi la prima volta che appare), 'rete locale' o ultimo miglio.
