Local colour is one way of expressing that.
It could qualify as an insult (with proper phrasing in combo w/exotic) since it appears he went to Montevideo expecting to find certain traditional (or stereotypical) elements of the "native" life there and focused on them rather than what Uruguayans actually were like.
