To be honest, this is what confused me too. However, why didn't they put "final"....Having read the rest of the sentence now (sometimes I focus to much on the phrase itself) it would make more sense that it meant "final"...yes. However, I would wait for a native Spanish speaker to comment here. I am not 100% sure either way. Sorry:)

Its just that finalis sounds like it was a competition but I think these are contracted research/consulting services. What do you guys think?
