What's the meaning of "instar contra". How would you translate this?

at the end of the sentence: contra Doña X. I first thought (and I still think actually) that the sentence has the following structure. Instar (verb)//a través del procedimiento del Reglamento relativo a la competencia judicial (how)/el reconocimiento y la ejecución de resoluciones judiciales contra Doña X (direct object of instar).

The problem is that the official name of the Reglamento is "Reglamento de la Comunidad Europea n° 44/2001 del Consejo de 22 de diciembre de 2000 relativo a la competencia judicial, el reconocimiento y la ejecución de resoluciones judiciales en materia civil y mercantil". As a result "reconocimiento y ejecución" can' t be the direct object of instar. So now I'm wondering what's the direct object of instar or if there exists an expression such as "instar contra". Maybe I'm looking in the wrong direction :-(

How you phrase this depends on the full context, e.g. whether this is a request to a Government Ministry, an application to a Court, a petition that people are going to sign, etc. etc.
