De-confusion (?) ... constancia de inicio del tramite de consularizacion de la documentation ante la entidad consular.
--> literally:
... proof of the (date of) initiating the consular submission procedure at the consulate.
--> (to keep it simple in plain English and to avoid the unnecessary repetition of 'consularización')
... proof of the date of submission of the document to the Consulate.

Confusion I'm confused as to why the Consul/Consulate is mentioned twice.

Presumably refers to the recognition of the date of submission of a tender/bid (for the purpose of determining whether the bid was entered before the deadline) in cases where the bid/tender is submitted througthe Argentine Consulate in the service provider's country.
