I found this translated (by a German) as "gratuitous products or services", but that seems like a gratuitous mistake to me.

Probably primarily suppliers but basically any other company (or person, presumably) sending shipments of anything to this company. Essentially, anything received by the incoming goods department has to have a "purchase order" (sind durch den Einkauf zu "beauftragen").

Überlassung can also mean use and since the words zu Testzwecken are also there, perhaps it's use and not provision... without more context, there is no way to be sure

No, this has nothing to do with land, Tom Thumb, we are definitely primarily talking about good and services here, as the Incoming Goods department reject anything received without a purchase order (as stated in the discussion above).
