Basically the document or certificate would indicated that the bearer/graduate has attained a level of knowledge and education that enables him or her to continue with their studies.

I understand there are several expressions to express correctly the above Portuguese expression
Example sentence:

Recommendation from an advisor, faculty member or a member of the community who can attest the applicant is able to succeed in College.

The bottom line is that the TECH PREP high school graduate is prepared for both -college and work; and is qualified to continue the postsecondary program

More likely than "at college", as they say "grau superior" and not "curso superior" which would be University - or College for those the other side of the Atlantic.
