As the others pointed out, this could be simply "water toy", however, the first thing that popped to mind were "water wings", or the inflatable sleeves small children put on their arms to float with.

According to last night's 「税金の無駄遣い」 TV program, 遊具 is the word for complex "jungle gym" installations.

Discussion
The best on-line dictionary is Google because it gives CONTEXT. Glova and 英辞郎 go one step beyond "dictionaries are museums of dead words" in having no editors, so collect junk. The least reliable is Jim B
