Source text - English Thirty-four men, twenty of them standing, fourteen sitting, spread across
four paintings and twenty-one years. Almost all are sombrely dressed, in the black frock-coat worn by bourgeois and artist alike in the France of their day; the least sartorial departure -a pair of light trousers, a coat of proletarian grey, a white painter's smock- startles. The spaces in which these men are depicting is matchingly sombre, narrow from front to back, airless and claustrophobic: there is not a window in sight, and only in the final painting is a door indicated; otherwise there seems no means of escape. There may be pictures on the wall, but not of the sort that offer any view outwards; they are darkly unreadable, returning us to the intense clusters of men. Occasionally, a slight relief comes in the forms of flowers, or fruit, or a carafe of wine, and there is a red tablecloth, but even this is a murky red which does not break the dark tonality and funereal mood. And though each st of men has been gathered for a common purpose -to pay homage to a dead painter, to watch a living one wield his brush, to hear poetry read, to gather round a piano- none of them seems to be having fun. There is no laugh, not a smile to be had from the whole thirty-four of them (thirty-three, in fact, as one appears twice). Most give off a sense of gravity and high purpose, though quite a few appear distrait, lost in their own private world, even bored. Some are friends (two are lovers), most are allies, collaborators, members of a self-selecting elite or avant-garde; and yet there is very little interaction between them. Non of the figures touches his neighbor; they may abut, overlap, hide behind one another, but there is no contact. It is almost as if they can't wait for the sitting (and the standing) to be over, so that they may return to their own studio, workshop, study, music-room.
These four paintings by Henri Fantin-Latour (there was a gift, which he destroyed after the critics trashed it at the Salon) are all now in the Musée d'Orsay. I have seen them several times in passing, and looked at reproductions in various books, but never realized before quite how peculiar they are, because -like most people, I imagine- I have never really examined them as paintings. I have always treated them just as examples of collective portraiture, and as such they are of the highest quality: look, we say, here's Manet, and there's Baudelaire and Monet and Renoir and Whistler and Zola, all to the very life. And here, just here, where most people stop, at the far left of Corner of a Table, is the most famous section -the corner of a corner- of any of Fantin's four paintings, because it shows Rimbaud and Verlaine sitting side by side. Rimbaud, the beautiful boy amid the beards, chin cherubically in palm, gazes out past our left shoulder; Verlaine, prematurely balding, is in half-profile, and looks tense, his right hand grasping a glass of the wine into which he will all too soon disappear. Yet even this pair, closest and most notorious of the thirty-four, are not looking at one another, let alone looking like bedmates. Inevitably, with such pictures, we concentrate on the famous names; it is virtually impossible for the contemporary viewer to give more than a brief, pitying glance at the likes of Louis Cordier, Zachary Astruc, Otto Scholderer, Pierre-Elzéar Bonnier, Jean Aicard, Arthur Boisseau, Antoine Lascoux, and so on. And our pity contains an admixture, not exactly of guilt, but of unease: we are the posterity that has consigned them to oblivion.
We look at these pictures -at first, anyway- as anecdotal, as documentaries. It's the same with any group portrait, whether if be Ingre's Apotheosis of Homer or the latest color-mag line-up of the Best of Young British Novelists. Who's new, who's hot, who's good, who's not going to cut the mustard? The critical triage starts immediately: I remember lining up with my fellow Young Novelists of 1983, and after we had left our images in Lord Snowdon's camera one of our more sardonic members remarked, "Well, they chose the best twenty from seven." Few looked at the published photo to assess Snowdon's sense of composition, just as few pause aesthetically while the eyes skates from nonentity to notable in a Fantin at the Musée d'Orsay. So Bridget Alsdorf's first achievement in Fellow Men is a simple but serious one: she has turned Fantin's paintings back into paintings -into works which begin with an idea and a hope, and proceed through drawings and stubbornly wrong ideas to possible solutions, and then to more drawing, and finally oil sketches, and then via last-minute problems of sitter-unavailibility to a final image which would all too soon be made available to the judgment of fashionable Salon-prancers, to critical misunderstanding and cartoonists' mockery.

Trente-quatre hommes, vingt debout, quatorze assis, dispersés à travers quatre tableaux et vingt-et-une années. Presque tous habillés de couleurs sombres, dans la redingote noire indifféremment portée par les bourgeois et les artistes de leur époque. Le moindre écart vestimentaire — un pantalon clair, un manteau d’un gris prolétarien, une blouse blanche de peintre — surprend. Les espaces où sont représentés ces hommes sont tout aussi sombres, exigus, étouffants et confinés : aucune fenêtre en vue, seule une porte se détache dans le fond du dernier tableau ; à part elle, aucune issue visible. Des tableaux sont certes accrochés aux murs, mais aucun d’eux n’offre une échappatoire sur l’extérieur ; sombres et indéchiffrables, ils nous renvoient aux groupes resserrés des hommes. Un léger apaisement s’amorce quelques fois, sous la forme d’un bouquet de fleurs, d’un fruit, d’une carafe de vin ; il y a bien la nappe rouge, mais même cet éclat obscur ne parvient pas à trancher sur les tons opaques et l’atmosphère lugubre. Et bien que chacun de ces groupes masculins se trouve rassemblé pour une raison commune — rendre hommage à un peintre défunt, en contempler un bien vivant s’adonner à son art, écouter un poème ou un morceau de musique au piano — aucun d’entre eux ne semble y prendre du plaisir. Aucun de ces trente-quatre hommes (ou plutôt trente-trois, car l’un d’eux apparaît deux fois) ne se fend d’un rire ou d’un sourire. La plupart arborent un air grave et important, et quelques-uns semblent distraits, perdus dans leur propre univers, s’ennuyant presque. Quelques-uns sont amis (deux sont amants), beaucoup sont des alliés, des collaborateurs, membres d’une même élite en vase clos ou d’une avant-garde ; pourtant, on les voit très peu interagir. Aucun ne se risque à toucher son voisin ; ils se tiennent côte à côte, se chevauchent, se cachent parfois les uns derrière les autres, mais ne se touchent pas. C’est presque comme s’ils n’avaient qu’une hâte, en finir avec cette réunion, assise ou debout, pour pouvoir retourner à leurs propres ateliers, études ou salles de musique.
Ces quatre tableaux peints par Fantin-Latour (il y en avait un cinquième, qu’il détruisit après un Salon où le tableau essuya de vives critiques) sont tous au Musée d’Orsay aujourd’hui. Je les ai vus plusieurs fois lors de mes visites et ai observé leurs reproductions dans plusieurs ouvrages, mais je ne m’étais jamais rendu compte auparavant à quel point ils étaient étranges ; sans doute parce que, comme la plupart des gens j’imagine, je ne les avais jamais vraiment considérés comme des peintures. Je les avais toujours traités comme des échantillons d’un art du portrait collectif, d’ailleurs particulièrement réussis de ce point de vue : regarde, dit-on en les observant, là c’est Manet, et là c’est Baudelaire et Monet et Renoir et Whistler et Zola, tous incroyablement vivants. Et là, juste là, où la plupart des gens s’arrêtent, à l’extrême gauche du Coin de table, se trouve l’emplacement le plus célèbre de ces quatre tableaux, dans le coin du coin, car il représente Rimbaud et Verlaine, assis l’un à côté de l’autre. Rimbaud, joli garçon parmi les hommes barbus, le menton dans la paume à la manière d’un ange, regarde au-dessus de notre épaule gauche ; Verlaine, déjà chauve, se tient de trois quarts et semble tendu, sa main droite s’agrippant au verre de vin qu’il ne va pas tarder à engloutir. Et pourtant, même ces deux-là, les plus célèbres de ces trente-quatre hommes, ne se regardent pas malgré leur proximité : difficile d’imaginer qu’ils forment un couple. Inévitablement, face à de tels tableaux, nous nous concentrons sur les noms connus ; il est quasiment impossible pour le spectateur contemporain de jeter davantage qu’un regard bref et apitoyé aux silhouettes de Louis Cordier, Zacharie Astruc, Otto Scholderer, Pierre-Elzéar Bonnie, Jean Aicard, Arthur Boisseau, Antoine Lascoux, etc. Et à cette pitié s’adjoint une sorte de culpabilité, ou plutôt de malaise : nous sommes cette postérité qui les a relégués dans l’oubli.
Nous donnons à ces tableaux en les regardant — dans un premier temps, en tout cas — une valeur anecdotique, documentaire. C’est le cas de tous les portraits de groupes, qu’il s’agisse de l’Apothéose d’Homère d’Ingres ou du dernier portrait collectif de la revue littéraire Granta, regroupant tous les meilleurs jeunes romanciers britanniques de l’année. On repère le petit nouveau, le plus sexy, le plus doué, celui qui ne fera pas le poids. Le tri critique commence immédiatement : je me souviens m’être aligné avec mes jeunes collègues romanciers pour la photo de 1983, et une fois notre groupe immortalisé par l’appareil photo de Lord Snowdon, l’un de nous, particulièrement sardonique, commenta aussitôt : « Eh bien, pas facile de choisir les vingt meilleurs à partir de sept ». Peu d’entre nous se penchèrent ensuite sur la photo publiée pour évaluer le sens de la composition de Snowdon, tout comme peu de visiteurs s’arrêtent pour des raisons esthétiques devant un Fantin au Musée d’Orsay, l’œil glissant irrésistiblement de la silhouette inconnue vers le personnage célèbre. La première prouesse de Bridget Alsdorf dans son ouvrage Fellow Men est élémentaire, mais capitale : elle a redonné aux tableaux de Fantin le statut de tableaux, d’œuvres débutées avec une idée et un espoir, évoluant à travers dessins et mauvais choix butés vers de possibles solutions, donnant ensuite lieu à de nouveaux dessins et enfin des esquisses à l’huile, pour finalement se concrétiser, après des tracas de dernière minute causés par un modèle absent, dans le tableau final, bien trop vite jeté en pâture au jugement des visiteurs chics et m’as-tu-vu du Salon, à l’incompréhension critique et à la satire des dessinateurs.

Source text - English In recent years, there has been a growing trend at both EU and national level towards the use of activation measures within the wider context of active labour market policy. There are a number of drivers behind these trends, notably the incentives for countries to cope with rapid population ageing by mobilising more fully each country’s potential labour resources and ensuring that participants in the labour market achieve their full potential by addressing the challenges of weak labour market attachment of some groups in society and issues of under-employment and under-utilisation of skills. In this way, activation measures may form part of a strategy to promote social cohesion and to reduce the risk of poverty and social exclusion. In addition, evidence suggests that expenditure on active labour market policies is more likely to reduce unemployment than solely passive policies and that notwithstanding the underlying costs, active labour market policies often generate fiscal savings due to reduced expenditure on social security benefits.

Translation - French Ces dernières années, au niveau national comme de l’UE , les mesures d’activation s’avèrent de plus en plus en vogue dans le cadre général des politiques actives du marché du travail. Cette nouvelle tendance peut s’expliquer par diverses raisons, et notamment par la volonté des pays de mieux gérer le vieillissement rapide de leur population, en mobilisant pleinement les ressources de main-d’œuvre potentielle et en s’assurant que les membres actifs du marché du travail exploitent tout leur potentiel. En effet, certaines difficultés peuvent entraver leur recherche, auxquelles il faut remédier : le problème du sous-emploi et de la sous-utilisation des capacités d’une part, mais aussi le fait que certains groupes sociaux entretiennent peu de liens avec le marché du travail. Ainsi, les mesures d’activation pourraient intégrer une stratégie globale visant à promouvoir la cohésion sociale et à réduire le risque de pauvreté et d’exclusion sociale. De plus, les chiffres montrent qu’en allouant davantage de ressources à cette politique active de l’emploi au lieu de se cantonner à des mesures purement passives, la probabilité de réduire le taux de chômage était augmentée. Malgré les frais qu’elles supposent, ces politiques permettent souvent de dégager des économies grâce à la baisse des dépenses dans le domaine des prestations sociales.
