Yeah, a tough one. So sorry this took so long.
My suggestion is a guess based on other public service broadcasting ideas, but like Michael says, more context would be helpful. Your term seems to be shorthand for this idea -- broadcasting that has public or social interest, or that promotes a public or social interest. Since the whole system is called 'public service' I'd say you can't reuse that term to describe the various requirements for programs they may have. You were right to ask for this wonderful Swedish word that is so often pretty obvious except when it isn't.
