I've capitalised it because it effectively denotes the title of a post.

"Presupuestado" is short for "funcionario presupuestado", which in Uruguay means a member of the public administration (civil servant) whose salary is part of the national budget. In practice, this means a permenent career civil servant.

The reference in this note 10 refers to Article 214 of the Uruguayan constitution:

"El Presupuesto Nacional se proyectará y aprobará con una estructura que contendrá: [...]

Anyway, Grade 4 obviously refers to a rank in the hierarchy, rather like Executive Officer, Higher Executive Officer, Senior Executive Officer, etc., in the British Civil Service.

The equivalent official to the person referred to here would almost certainly have some other title in a given target system, but it's really beyond the scope or the brief of a translator to work out what that might be, and it would be endlessly debatable. I think a more or less literal translation is what's required. But I wouldn't go as far as to put "budgeted official", which would sound very strange. I think "permanent official" would cover it.
