Yes, there are several way to cut out "ámbitos." In AM English, put a comma after regional.

: If this is Spain it's important to preserve 'provincial'; the regions of Spain are divided into provinces (which in turn are divided into comarcas, which in turn are divided into municipalities). I'm not disputing regional, but 'local' for 'provincial'.

It's not clear whether the document refers to Spain. María Teresa will know whether local or strictly provincial suits her document by the overall context.
