I do think reparation conveys the idea of repairing the damage done in a broader sense, yes, rather than reparations, which to me, evokes, say, Germany's post-WW1 reparations which were monetary in nature. As for policy or politics, it's another judgment call given your context: it might refer to the political struggles to achieve reparation or it might be referring to the state's policy.

Thanks! I am quite sure that this does not refer to monetary compensation, but a broader (or different) idea of restoring memory...do you still think "reparation policy" applies?

I think "reparations" (plural) rather than "reparation" (singular) is the most common form.

politics of compensation

Much is being discussed these days about political/national compensation to victims of political upheaval in LA. This is an effort, or so it seems; to heal old wounds and thus move forward.
