How can I put this into English, related to Iraqi Educational system "Hay que adoptar una politica para la eleccion de competencias por disciplinas usando un sistema que rechaza excepciones politicas y nombramientos a dedo" An admission policy needs to be adopted for the selection of competences by disciplines by a mechanism which rejects political exceptions and governmental Awardees.
