Does 'institucionalidad' refer to institutionalizing the delay?

Actualmente el gobierno plantea separar la agenda legislativa en el tema leña en varios proyectos de ley. En primer lugar, es necesario entregar facultades a la Superintendencia de Electricidad y Combustibles (SEC) para certificar y etiquetar los artefactos de combustión a leña, que efectivamente asocia a los mismos, a las normas de emisión y de calidad atmosférica. En segundo lugar, una ley que regule la venta del combustible leña, exigiéndose cierto porcentaje de humedad máxima a la misma. Efectivamente el gobierno ha dado suma urgencia al “Proyecto de Ley que “Regula la certificación de los artefactos para combustibles de leña y otros productos dendroenergéticos” (Boletín Nº 7141-08). El proyecto fue presentado con fecha 17 de agosto del año 2010, con el fin de regular para que los artefactos a leña puedan ser certificados y etiquetados en su desempeño energético. Para organizaciones de la sociedad civil, el Proyecto de Ley, no satisface ese traspaso gradual, que en este caso sí se daría potenciando los diferentes proyectos de ley que se han propuesto los últimos años o en su defecto, **generando una institucionalidad al respecto** (CCTP, 2011).

Sounds to me as though the delay is due to the fact that the government is creating so much bureaucracy in the course of institutionalization. http://www.thefreedictionary.com/institutionalize: To make part of a structured and usually well-established system.

I don't think "generate" really works in English; the right word is surely "create". The idea here, I believe, is that instead of legislating to give the SEC responsibility for regulating wood-burning devices, they could create a new institution with responsibility for solid fuels, perhaps because these present particular problems which could be better resolved by a dedicated body. So I would add "new" to clarify this. "Institutional framework" strikes me as a good rendering of "institucionalidad". "Al respecto" ought to be included.

Actually "institution" alone might be enough for "institucionalidad".

It could mean "policy", and to get a framework you need a policy in any case, but I feel that "institucionalidad" suggests a structure. Anyway, thanks, Lafayette :)
