I think that the "C." probably stands for "Contingencia" here as the term "Contingencia Generales" appears in the key on p2 of the payslip. However, I'm not sure why it's not "Contingencias".
Also, would "base" be "base" or "income" here? I'm translating "Base Imponible" as "taxable income".
