Tip: Translate the document first, and come back to the "Contents" when you've finished. That way, you'll find out what it 'really' means in your particular context.

That said, I agree with Phil that it probably refers to a register signed by employees (and/or contractors) to the effect that they've read and understood the safety (and/or other mission-critical) instructions.

If it's in the contents section, what does the actual text in the body of the document say?
It sounds like employees may be required to sign that they've understood the safety instructions.
