In a book from Spain on a historical view of its architecture and construction, for translation to British English. This part is about the drainage system and specifically tanks and ponds to store water when it rains or during storms so that the water treatment works are not overwhelmed. Here I think the "cola" is more a queuing idea (the water is retained until the rains passed, then pumped to the treatment works) than "end" or a "tail".
"Las grandes balsas de cola de almacenamiento hasta que las depuradoras pueden recibir los caudales son las de Arroyofresno, Butarque, Abroñigales, La China, Pozuelo y Valdemarín."

I think you cut the collocation in the wrong place :)
It is "balsas de cola de almacenamiento". Literally, the "balsas (basins)" function as a "storage queue", but you would not say that in English, I'd say.
I would therefore translate through a cultural substitution as "water storage basin", see enclosed link.
