Using "22nd" is correct in both UK/US English, but less common. Other forms, such as the one Dariusz suggested, are correct but there is a tendency to try to reduce the more "florid" aspects of legalise.

Thank you, Charles and Tañia. You're right; there should NOT be a comma after December in the UK style. (I was concentrating so much on the "on," the "nd" after "22" and the UK/US differences, I stuck the American comma in the British. Sorry. :)

If it's a heading, "on" should not be included. If its part of the text, you might well want to say "In Villahermosa, Tabasco, on 22 December 2008 [...]"; it depends entirely on the context (as usual).
