To me, Organisation Todt Camp is not meant here. That is a German civil and military engineering organisation in Nazi Germany from 1933 to 1945. IMHO, the point is about the soviet military construction department's territory near Lozova (in this context). Presumably, this existed before Organisation Todt?!

Please add your answer. I think it's closest to what it really means. This is what my client said:
Военстрой – место военного строительства (строительства военного объекта) до войны.
The Germans then turned it into a camp.

My answer isn't a translation as such (it sounds a bit clumsy): it could be shortened to OT Camp with a footnote, but I offered it, like some of the other answers, to provide some background information. I don't know, and maybe it isn't clear to you either from the context, who built the facility (the Germans or the Soviets) but, either way, I think Military Construction Base covers both: the point in using the word "voenstroy" being that although used as labour/concentration camps, that was not their original purpose although maybe they eventually became a euphemism for such camps.

But in this specific context, the point is not directly about Military Construction Directorate or Department, I think it is the territory (camp) of the Directorate where those detained, prisoners or inmates and forced laborers worked.
