Asker: Thank you. The main problem I have with this is that I've never heard anybody say that, and I don't think anybody will know what it means.

agree  The Misha: "In the fourth decile" is a perfectly legitimate if somewhat stilted turn of phrase. Whether it makes for good writing in English is a totally different question.
