Please explain what this means in detail as we cannot simply say "abandoned person" in English, we need to be more specific - what in the person's life has been abandoned?

This is what I think it means, I've also seen a few Google hits for people abandoned in hospital (by their families probably), meaning that someone took them to hospital and they were probably to ill to be discharged without a caretaker, but there was no one to fulfil that role.

It seems to be a sheer translation issue. In my point of view, it is not the question the asker mentions: what in (...) has been abandoned. It would be enough [pardon me the possible naivety] to choose an appropriate term to translate persoane abandonate. I am sure the term castaway does.

agree  Andreea Sepi, MCIL (X): individuals (such as seniors or children) who have been abandoned by their families - I imagine street children would also fall into this category

  -> I think you're right :) It could probably refer to any person who needs a carer and has been abandoned by that carer, so adults with disabilities could probably be abandoned as well.
