Authority to debit accounts

In the context of the clause, titular means accountholder, but that does not get us very far. Titulação, as the clause heading or title, summarises the purpose of the clause, which is that all costs/expenses/charges are to be borne by the Borrower(s) and that they authorise that the same be debited to any account with X (the Lender?) of which the Borrower(s) is/are either an accountholder or joint accountholder. The title Titulação refers to the latter aspect, i.e. the authority to debit all charges to the said accounts. With that specific meaning it is correct to translate Titulação as "Authority to debit accounts".
