Gøy å spekulere - "bestemmes på sentral hold av magasinet" skulle blitt "bestemmes av magasinet på sentralt hold", der hold er et substantiv. Det kan tenkes at "bestemmes på sentral hold av magasinet" henspiller på sentral tilbakeholdelse av et magasin - nææh.

hold "hold" in Norwegian has six different meanings and the meaning that fits this question is "kant, område, krets hvor noe kommer fra" - the origin of the decision being made. Rolling both "sentralt" and "hold" (and "på" also it should be noted) into the word "centrally" gets roughly the same point across, but the Norwegian sentence is not "bestemmes sentralt av magasinet." As used in the sentence the question concerns, it refers to management or administration, ie those with decisionmaking authority. Needless to say I agree that a "t" is missing.
