In an accident report at a road construction site:

Svein hadde 10 minutter før laget tippkant men sen reist vekk til å reparere veg
utenfor T090. Dumpersjåfør skal tippe på venstre side og begynner å rykke og svinge til venstre
istedenfor å tippe beintfram. Han feilberegner hvor kanten ligger og et hjul går igjennom
tippkanten som er beint frem og han mister hjulet over kanten.

Before made brink

Should have been «hadde laget tippkant 10 minutter før». Svein had made the tipping brink 10 minutes before things started to go awry.

had made up the edge of the tip beforehand

I read the first sentence of the extract as :
Svein had made up the edge of the tip 10 minutes beforehand, but then went off to repair the road …

Hence my proposed answer.
