public proclamation of the Creed

This term is esp. used in Neocatechumenal Way, as one of the principal steps along their path.
Initially in the early Church, there was something called "traditio symboli" in which catechumens preparing for Baptism were given the Creed to study.
Then after their Baptism, catechumens made the "redditio symboli," the "giving back to the Church" the Creed they had received by professing it publicly.
And in the most current usage today, this is the second step of the second stage of the Neocatechumenal Way (the Post-Baptismal Catechumenate) that takes place at least 2 years after beginning.
As far as a college course, I am sure this means you will study this concept in the early Church Fathers.

repetition of the Creed

The fully developed ceremonial which we find in the seventh Roman Ordo, and the Gelasian Sacramentary, and which probably represented the practice of the fifth century, assigns a special day of "scrutiny", for the imparting of the Creed (traditio symboli), and another, immediately before the actual administration of the Sacrament, for the redditio symboli, when the neophyte gave proof of his proficiency by reciting the Creed aloud.

ok, kill me if I wrote anything else but with other words. "the creed was recited individually... in the presence of all the congregation". I don't really understand your point.
