Yang "daerah" adalah peraturannya, bukan Jawa Baratnya sehingga, menurut hemat saya, "regional regulation of West Java" lebih tepat daripada "regulation of West Java Province".
Namun untuk redaksi yang formal, terjemahan bisa berbunyi "regional regulation of West Java Province".
