I would think that Mundsanierung includes not only testing but treatment as well, but I am not sure.

Sanierung is necessary only when something is wrong, i.e., in this case, you have the wrong bacteria in your mouth, plaque, and they have made pockets, this is remedied by cleaning and scaling (I've had this done on both sides of the ocean)
oral prophylaxis is used in the second link, I think both render the meaning of the German
