I would probably say "elimination" and not "repayment", because it sounds like they don't want to repay the debt.

Twelve years later - I've just found this entry in a term search. Let me add that "Behebung" does not make any sense at all in this context. This must have been a typo for "Begebung von Staatsschuldtiteln" (issue/issuance of sovereign/government debt [securities]), as pointed out by Reinhard and Kieran in the discussion area.
